Local media, including Chinese weekly newspapers, reported on the 25th that the Central Commission for Discipline Inspection of the Communist Party of China and the National Supervisory Commission (CCDI-NSC) recently appointed Qu Xiaori (曲孝任), Secretary of the Henan Provincial Discipline Inspection Commission, as the Head of the Discipline Inspection and Supervision Team under the National Health Commission (NHC) of the CCDI-NSC.
The NHC is the organization responsible for overseeing China's medical and health affairs. The Head of the Discipline Inspection and Supervision Team is the leader of the inspection body for China’s health and medical sector.

Qu Xiaori does not hold a very high rank. The NHC leadership consists of nine members. Ma Xiaowei serves as the Secretary and head of the commission. In this recent personnel change, Zheng Yixin and Lei Haichao, who were deputy directors of the NHC, were promoted to the second and third highest-ranking deputy secretaries, respectively, while Qu Xiaori ranks seventh, below them. Nevertheless, the media spotlight focuses on Qu Xiaori due to the high expectations of the Chinese public toward him.
After being promoted to Secretary of the Henan Provincial Discipline Inspection Commission and Director of the Supervisory Commission, Qu Xiaori actively pursued anti-corruption efforts, stating, "We must adhere to strict and practical actions against corruption and enable public participation in supervision to foster a sense of achievement." The Henan Provincial Discipline Inspection Commission investigated over 32,000 corruption cases last year, punishing 36,000 officials from political, financial, and state-owned enterprise sectors, and achieved the result of having 340 officials voluntarily report their own misconduct. Because of this, Qu Xiaori is known as the "Anti-Corruption Heroine." His appointment is interpreted as a strategic move to further strengthen the anti-corruption campaign in the healthcare sector, which has intensified since the beginning of this year.

Qu Xiaori was born in 1963 in Changyi, Shandong Province. After graduating from Tianjin Normal University in 1985, he worked as a high school teacher in Tianjin and served as a civil servant in Tianjin for many years, earning a doctoral degree during that time. At the end of 2017, while serving as Secretary of Hongqiao District in Tianjin, he gained attention for delivering an online live lecture on the spirit of the 19th National Congress of the Communist Party of China. Within about ten minutes of the lecture’s start, the live audience reached 70,000 viewers, and over 65,000 comments were posted, receiving significant engagement. This led to his appointment as Vice Governor of Shanxi Province in 2018, then Secretary of the Henan Provincial Discipline Inspection Commission and Director of the Supervisory Commission (concurrently) in January 2021, and finally, in October last year, he was elected as a member of the Central Commission for Discipline Inspection at the 20th National Congress of the Communist Party of China.
