Seongbuk-gu Appoints Local Guardians for Community Safety
Appointed 205 Residents Well-Aware of Vulnerabilities in My Area

Seongbuk-gu, Seoul (Mayor Lee Seung-ro) appointed 205 residents who are well acquainted with the area as local guardians to create a safe and pleasant Seongbuk-gu, and conducted training for them.
About 160 people, including around 100 Seongbuk-gu residents and Seongbuk-gu officials, attended the 'Response Center On-site Civil Complaints Local Guardians' appointment ceremony and training held on the 14th at the Seongbuk-gu Office multipurpose hall.
'Response Center On-site Civil Complaints' refers to civil complaints reported to public institutions by citizens to improve various problems and inconveniences they discover, experience, or feel in their daily lives. More than 10 local guardians per neighborhood, totaling 205 people, are active within Seongbuk-gu.
They report inconveniences such as illegal parking, damage to park facilities, illegal dumping of garbage, defective manhole covers, illegal advertisements, road damage, and street clutter maintenance through smartphones (Seoul Smart Inconvenience Reporting app), internet (Seoul Smart Inconvenience Reporting website), phone, or text messages (Dasan Call Foundation).
In particular, the local guardians appointment ceremony not only boosts pride by granting the qualification of 'local guardian' to residents who have voluntarily participated without any benefits so far, but also serves as a model case of public-private cooperation, sharing the common denominator of the field with the district slogan, 'Finding Answers at the Site of Seongbuk's Future,' through these voluntary resident activities.
Reports of Response Center On-site Civil Complaints have decreased annually from 4,820 cases in 2020, 3,324 cases in 2021, and 2,152 cases in 2022, but increased to 2,120 cases as of August 2023 due to the activation of local guardians.
Lee Seung-ro, Mayor of Seongbuk-gu, said, “By joining hands with residents who know the vulnerable elements of their area well and the administration, we will overcome limitations such as budget and manpower and expand projects like 'local guardians' to create a safe and clean Seongbuk.”

Following the appointment certificate presentation, education was also conducted on communication and practical work related to on-site civil complaints, including the activation of on-site civil complaints and the roles and directions of local guardians, by the chairman of the Seoul Metropolitan Citizen Audit Ombudsman Committee and the responsible officer.
