Xi Jinping Visits Harbin Military Technology University Amid US Sanctions
Unmanned Submersibles and Robotic Fish on Display
Calls for 'Advancement in Defense Science and Technology'
Chinese President Xi Jinping visited a military university targeted by U.S. sanctions amid the U.S.-China strategic competition, toured advanced military equipment, and emphasized the "development of national defense science and technology."
According to state-run China Central Television (CCTV) and Hong Kong daily Ming Pao on the 10th, President Xi, who inspected Heilongjiang Province in northeastern China from the 6th to the 8th, made these remarks during his visit to Harbin Engineering University on the 7th.
He stated, "Harbin Engineering University should uphold the fine tradition of 'Ha Jun Gong' (哈軍工) and actively respond to the demands of a strong nation and a strong military," adding, "We must steadily implement education, science and technology, and talent initiatives to once again establish achievements as a strong education power, a strong science and technology power, and a strong talent power."
He continued, "Young students must firmly establish the spirit of 'Jishu Baoguo' (技術報國, repaying the country through technology) and bravely reach the pinnacle of science to shine the light of youth in the cause of building a strong nation and national rejuvenation," emphasizing this point.
Ming Pao reported that President Xi was briefed on the overall development status and latest technologies of underwater unmanned equipment. The university showcased equipment and laboratories including the autonomous underwater vehicle (AUV) 'Wukong' (悟空, Son Goku), underwater robots, and bio-robotic fish. 'Wukong' is a submersible that set a record in 2021 by diving to a depth of 10,896 meters in the Mariana Trench.

Harbin Engineering University is the successor to the People's Liberation Army Military Engineering Institute (abbreviated as 'Ha Jun Gong'), established in 1953, and was renamed in 1994. It is also a sanctioned entity included in the U.S. Department of Commerce's Entity List, effective from 2020. The sanctions were imposed on the grounds that it obtained or attempted to obtain U.S.-origin items to support programs conducted by the Chinese People's Liberation Army.
