Public Procurement Service to Pay Construction Fees Before Chuseok and Inspect Worker Wage Arrears
The Public Procurement Service (PPS) will implement Chuseok livelihood measures, including early payment of facility construction fees.
On the 31st, the PPS announced that it plans to focus on managing early payment of construction fees at construction sites with customized services before Chuseok, to prevent subcontract payment delays.
Customized services refer to managing construction on behalf of public institutions, etc., that have no experience in performing construction.
The PPS is currently managing construction projects worth 1.8 trillion KRW across 33 construction sites. Among these, the PPS expects that construction fees amounting to 54.4 billion KRW will be paid before Chuseok.
The PPS plans to promptly complete progress inspections from the 4th to the 15th of next month and ensure that payments are made to contractors before the holiday.
Construction fees are paid to contractors through the Subcontract Payment Guardian. At this time, the PPS will also monitor whether contractors appropriately distribute funds to subcontractors, material and equipment suppliers, and on-site workers.
If any illegalities such as delayed or unpaid payments are discovered during this process, immediate corrective actions will be taken, and if not rectified, measures will be enforced according to relevant laws, the PPS explained.

Kang Seong-min, Director of the Facility Project Bureau at the PPS, said, “Ahead of Chuseok, we will make early payments of construction fees to ensure that the construction industry does not face difficulties in financing,” adding, “We will especially do our best to check that wages of on-site workers are not delayed.”
