Pohang City Conducts Evacuation Drill for River Flooding and Urban Inundation Caused by Typhoon
Typhoon Preparedness: River Flooding and Urban Inundation Response Drills Conducted in All Eup, Myeon, and Dong
Joint Effort by Residents and Related Agencies, Designation of Evacuation Shelters for Residents in Buildings with Two or More Floors
Pohang City will conduct a "Typhoon Preparedness Practical Resident Evacuation and Control Drill" over two days, on the 30th and 31st, in all 29 eup, myeon, and dong districts.
On the 30th, Pohang City conducted a "Typhoon Preparedness Practical Resident Evacuation and Control Drill" in the neighborhoods of Nam-gu (Training scene in Hyogok-dong).

The drill was carried out by setting a specific scenario where rivers overflow and urban areas flood due to an approaching typhoon, responding in real-time on site, and having residents quickly evacuate to designated shelters.
On the 30th, employees from eup, myeon, and dong offices, main and district offices, local autonomous disaster prevention teams, and related organizations participated in drills across all eup, myeon, and dong in Nam-gu, including Ocheon-eup. The drills in Buk-gu, including Jangryang-dong, are scheduled for the 31st.
The drill assumed an ultra-powerful typhoon passing through the entire city, focusing on strengthening eup, myeon, and dong-level response capabilities through stages such as responding to river overflow and urban flooding, broadcasting safety announcements for residents, evacuating residents to shelters on the second floor or higher (third floor or higher near the Hyeongsan River), providing relief and supplies, emergency recovery, and follow-up measures.
Additionally, a relief drill for a large number of displaced persons caused by river overflow was conducted simultaneously.
In particular, recognizing that customized on-site response capabilities by eup, myeon, and dong districts are the most important factor in protecting residents' lives during disasters, the focus was on enhancing the situation response capabilities of employees, local safety, and private organizations centered on eup, myeon, and dong heads.
Along with this, eup, myeon, and dong-level countermeasure meetings assuming river overflow and urban flooding in Pohang due to typhoon impact, safety inspections of areas at risk of human casualties, removal of debris from drainage channels and rainwater inlets in flood-prone areas, verification and inspection of shelters on the second floor or higher, checking and inspecting vulnerable disaster groups, forced evacuation of residents who have not evacuated, self-evacuation and rescue requests during urban flooding were intensively conducted.
Response and action items were shared in real-time through the computer network, and drills were also conducted to ensure that mutual progress and measures were carried out seamlessly without omission.

Deputy Mayor Kim Nam-il said, “In extreme situations such as heavy rain and typhoons, on-site response capabilities are a crucial factor in protecting citizens’ lives and property, so we will do our best to strengthen the capabilities of each eup, myeon, and dong.” He added, “We will thoroughly prepare by assuming various variables that may occur in disaster situations.”
