"Save Small Business" ... Changwon Special City Issues 35 Billion Won Nubi-jeon for Economic Revitalization
Special Chuseok Cashback Event on Delivery Apps

Changwon Special City in Gyeongnam is actively stepping up to support small business owners who are struggling due to reduced consumer sentiment caused by contaminated water discharge and the spread of non-face-to-face consumption.
To alleviate the burden of prices on citizens and promote consumption, the city will launch the local love gift certificate Nubijeon on September 5. This issuance totals 35 billion KRW, with 30 billion KRW in mobile certificates and 5 billion KRW in paper certificates. The individual purchase limit is 200,000 KRW each for both paper and mobile types.
Additionally, around mid-September, ahead of the Chuseok holiday, the city plans to issue 2 billion KRW worth of mobile-only gift certificates to promote seafood sales and support the fisheries industry, which has been severely affected by the contaminated water discharge.
The mobile certificates can be purchased through 17 apps including the Nubijeon app, Beeple Zero Pay, Gyeongnam Bank mobile banking, and Nonghyup All One Bank, while the paper certificates are available at 247 sales agencies such as Gyeongnam Bank, Nonghyup, Saemaeul Geumgo, and Shin Hyup.
The delivery app Nubigo charges no entry or advertising fees for small business owners and has a very low brokerage fee of only 2%, while citizens can purchase at discounted prices using the mobile Nubijeon.
To stimulate local consumption and revive neighborhood markets, Nubigo is holding a special cashback event. During September, customers who spend over 20,000 KRW on Nubigo will receive up to 20,000 KRW cashback. Unlike previous events, cashback can be received multiple times regardless of the number of orders, and the cashback amount increases according to the payment amount. Additionally, new customers will receive a 10,000 KRW cashback on their first order.
Good Price Businesses are designated by the Ministry of the Interior and Safety based on comprehensive criteria including price, hygiene, and cleanliness, and they contribute to price stabilization by offering services at prices lower than the regional average.
Starting in October, the city will invest 98 million KRW from national, provincial, and city funds to provide practical support to 75 Good Price Businesses by subsidizing public utility fees such as electricity, water and sewage, and city gas, as well as supplying waste volume-based garbage bags. This support amounts to approximately 1.05 million KRW in public utility fees and 250,000 KRW worth of garbage bags per business, totaling up to 1.3 million KRW per individual business.
