The Ministry of Land, Infrastructure and Transport announced on the 18th that it has finalized the safety inspection and judgment criteria for private apartments nationwide applying flat slab structures through the deliberation of the ‘Flat Slab Emergency Inspection Technical Advisory Committee.’
On the 8th, the Ministry established a collaborative foundation for a full survey of flat slab structure apartments through a meeting with local governments and related agencies, and as a follow-up measure, decided to produce and distribute a safety inspection manual to ensure consistent safety inspections of private apartments nationwide applying flat slab structures.
The Ministry stated that it has prepared judgment criteria for residential buildings with mixed wall and flat slab structures through the Korea Society of Structural Engineers.
Accordingly, in the case of ‘mixed structure residential buildings,’ where the live load is not large and the walls play a supporting role for the weight, only when the load supported by the building’s columns exceeds a certain ratio compared to the load supported by the walls will the building be included in the safety inspection target.
The Korea Agency for Infrastructure Technology Advancement has prepared a safety inspection manual covering a series of inspection processes such as blueprint review and structural quality investigation for flat slab structure apartments.
First, for the review of design documents, standards were established for verifying the appropriateness of the design load and the structural safety regarding the shear force of slabs around columns through structural calculation sheets, as well as confirming the location and number of reinforcement bars through structural drawings.
The structural quality investigation procedure includes verifying whether construction was carried out according to the design documents, measuring concrete compressive strength using non-destructive testing equipment (Schmidt hammer, rebar detector), and checking the adequacy of internal reinforcement in the concrete.

Meanwhile, the Ministry formed a technical advisory committee consisting of nine private experts in architectural structures, including Chairman Professor Hong Geon-ho of Hoseo University. The advisory committee plans to operate continuously until the procedures related to the full survey of flat slab structure apartments are completed.
