A 21-Story Mixed-Use Facility and Green Space to Be Developed in Euljiro 3-ga, Seoul

A 21-story complex facility and green space will be created in the Euljiro 3-ga area of Jung-gu, Seoul.

View original imageOn the 16th, Seoul City held the 12th Urban Planning Committee meeting and announced on the 17th that it had approved a revised version of the “Euljiro 3-ga District 10 Urban Maintenance-type Redevelopment Project Maintenance Plan Amendment.”
The target site is located between Euljiro 3-ga Station on Subway Lines 2 and 3 to the south and Cheonggyecheon to the north. It is an area densely packed with old and deteriorated buildings, designated as a redevelopment zone in 2016, where restoration of urban functions and improvement of buildings and infrastructure are required.
According to the maintenance plan (draft), building density will be determined with a floor area ratio of up to 1098% and a height limit of 94 meters, based on the introduction of open green spaces and the provision ratio of infrastructure. To improve the surrounding traffic environment, land donation for road widening and building donation in line with the expansion plan of the Euljiro-dong Administrative Complex will be implemented.
The architectural plan (draft) envisions one office building with 21 floors above ground. From basement level 1 to the 2nd floor above ground, neighborhood living facilities are concentrated to activate the street. In particular, neighborhood living facilities connected to open green spaces are planned on the 1st floor to invigorate the outdoor green areas around the building.
On the same day, the committee also approved a revised version of the “Seosomun Urban Maintenance-type Redevelopment District 11 and 12 Maintenance Plan Amendment” for 58-9 Seosomun-dong, Jung-gu.
This site is one of the priority projects in the Seosomun area (Seosomun Building, Jungang Building, Donghwa Building) to maximize the tangible effects of the “Green Ecological Urban Re-creation Strategy.” By reducing the building coverage ratio to below 50%, the plan secures as much usable open space on the ground as possible, creating open green spaces freely accessible to citizens.
The maintenance plan (draft) sets a floor area ratio of up to 1200% and a height limit of 176 meters, based on the introduction of open green spaces, application of eco-friendly standards, and infrastructure. As part of the public contribution plan, a public office building will be constructed to widen roads for improving surrounding traffic and pedestrian environments and to relocate the Sogong-dong Community Center.
The architectural plan (draft) includes one office building with 35 floors above ground. A public pedestrian passage is planned on the 1st floor, connecting pedestrian routes to the nearby Donghwa Building (Seosomun District 10) and Seosomun Building (Seoul Station-Seodaemun Districts 1 and 2 District 1). The sunken area within the public pedestrian passage is designed to freely connect the open green space above ground with neighborhood living facility spaces located underground.
Additionally, the committee approved the original plan for the Mugyo-da-dong Urban Maintenance-type Redevelopment District maintenance plan amendment during the meeting.
This district was first designated in 1973, but some maintenance projects were not implemented, delaying the securing of maintenance infrastructure. In particular, Dadong Park was only partially developed, with the rest remaining as privately owned land or used as parking lots and police stations, failing to fulfill its role as a park.
To address this, Seoul City is promoting the “Dadong Park Creation Project” as a pilot project of the Green Ecological Urban Re-creation Strategy. With this decision, Dadong Park will be reclassified from a small park to a neighborhood park. Additionally, part of the public space (146.6㎡) will be designated as a small-scale management district.

A Seoul City official explained, “We decided to change the classification of Dadong Park to a neighborhood park to create a standard urban park that harmonizes cultural and ecological elements by introducing various facilities that meet citizens’ demands.”
