The Incheon Free Economic Zone Authority recently clarified its policy to develop the R2 block in District 8 of Songdo International City through a proposal contest. In particular, regarding the large-scale officetel size that local residents are concerned about, the authority stated that it could vary depending on how much of the development profits are invested in public facilities, and that they will decide after gathering residents' opinions.
On the 9th, the Incheon Free Economic Zone Authority announced that it will hold a session to hear residents' opinions on the proposal contest for the R2, B1, and B2 blocks in District 8 at Songdo G Tower on the afternoon of the 12th. Following the controversy over preferential treatment surrounding the 'K-pop Content City' project underway on the site, the authority revealed its plan to develop the area through a proposal contest procedure and decided to explain and listen to residents' opinions on-site that day.
Recently, the Incheon Free Economic Zone Authority sent an official letter to Incheon Urban Corporation, the landowner, asking whether a private contract sale of the R2 block was possible, which sparked controversy over preferential treatment, suggesting a specific business operator was favored. In response, Kim Jin-yong, head of the Incheon Free Economic Zone Authority, held a press conference stating, "We only inquired about the landowner's opinion regarding the business proposer's proposal and never finalized a private contract."
Previously, in November 2021, the Incheon Free Economic Zone Authority signed a memorandum of understanding (MOU) on mutual cooperation for securing popular culture content with a consortium of major domestic entertainment agencies. Based on the MOU content to 'cooperate for the establishment of K-pop City, etc.,' the authority has been discussing with the project implementer (consortium) to ensure the project's success. They maintain that private contracts following prescribed procedures, including foreign investment conditions, pose no issues.
Nevertheless, the Incheon Free Economic Zone Authority stated, "Despite this, to address public concerns and keep the possibility of better proposals open, we will proceed with a 'public contest'." This decision was also influenced by the fact that under the current district unit plan, large-scale officetel construction is possible on the development site, causing nearby residents to worry about the deterioration of their living environment.
The authority believes that if the site is sold through a highest-bid competitive auction, the developer might maximize officetel construction without any public projects to increase profitability. It is estimated that 9,000 to 12,000 officetel units could be built on the R2 site, and 2,000 to 3,000 units on the B1 and B2 sites.
The Incheon Free Economic Zone Authority plans to conduct the proposal contest in consultation with Incheon Urban Corporation to appropriately adjust the officetel scale, prohibit residential facilities on the B1 site, and establish contest guidelines to develop large supermarkets, prestigious academies, and basic commercial facilities desired by residents on the B2 site. In particular, they intend to review the appropriate residential scale by comparing it with the amount invested in public facilities and design a structure that limits development profits to connect them to public investments.

An official from the Incheon Free Economic Zone Authority said, "If many officetels are built, the developer will generate more profits, so from the authority's perspective, we can boldly induce public investments, but finding the appropriate scale is not easy. We will explain this in detail to residents, listen to their opinions, and then create contest guidelines in a way that can attract the best public facilities."
