Ryu Sam-young, a police superintendent who led the nationwide police chiefs (superintendents) meeting opposing the establishment of the Police Bureau within the Ministry of the Interior and Safety, recently stated that the reason for submitting his resignation was because "retaliatory personnel actions are an unbearable insult."
Last July, Superintendent Ryu led the nationwide superintendents' meeting and was subsequently disciplined with a three-month suspension. Then, on the 27th, he was transferred to the 112 Situation Team Leader at the Gyeongnam Provincial Police Agency. The position of 112 Situation Team Leader is usually held by a police inspector, a rank lower than superintendent, leading to evaluations that this was a demotion.
On the 1st, Superintendent Ryu appeared on MBC Radio's 'Kim Jong-bae's Focus' and expressed his conviction that this personnel action was a 'second retaliation' following the disciplinary action. He added, "I don't think the minister is behind the retaliatory personnel action," suggesting that it was someone higher than the minister.

Superintendent Ryu emphasized, "Openly conducting retaliatory personnel actions is clear evidence that police neutrality is not being properly upheld," and stated, "Severe damage to the neutrality and independence of the police is a crisis for the police and a national crisis."

About his plans after his resignation is accepted, he said, "I am currently writing a book," adding, "In the book, I will detail the Police Bureau issue and various problems within the police, and if given the opportunity, I am also preparing a YouTube channel. Even after leaving, I will find ways to express my love for the police."
