The Ministry of Unification is pushing for an organizational restructuring that will involve downsizing about 15% of its workforce, approximately 80 people. This large-scale organizational consolidation is being pursued about a month after President Yoon Seok-yeol stated on the 2nd, “Until now, the Ministry of Unification has functioned almost like a North Korea aid department, but that should not be the case,” adding, “It is time for the Ministry of Unification to change.”
Moon Seung-hyun, Vice Minister of Unification, said on the 28th at the Ministry of Unification building, “Personnel changes have also been calculated through the organizational restructuring,” and “a workforce reorganization (reduction) of a little over 80 people is expected.”
According to the Ministry of Unification’s restructuring plan, four organizations?the Exchange and Cooperation Bureau responsible for inter-Korean dialogue and exchange/cooperation, the Inter-Korean Cooperation Zone Development Planning Group in charge of the Kaesong Industrial Complex, the Inter-Korean Entry Office (both at director-general level), and the Inter-Korean Talks Headquarters (at chief level)?will be consolidated into one director-general level organization.
This is the second restructuring since April, when the Exchange and Cooperation Office was downgraded to the Exchange and Cooperation Bureau and the India Cooperation Bureau was elevated to the Human Rights and India Office. Vice Minister Moon said, “We plan to integrate these organizations and establish a separate dedicated body,” adding, “A significant portion of the personnel reduction will occur here.” He also stated, “There are criticisms that this restructuring means giving up on inter-Korean dialogue, but that is not the case,” explaining, “We are reorganizing and operating the organization reflecting the situation where inter-Korean dialogue and exchange are at 'zero' (0), but the consolidation is aimed at achieving organizational flexibility and efficiency.”
A new department will be created to handle abductees, detainees, and Korean War prisoners of war. Vice Minister Moon introduced, “We will establish an Abductees Countermeasures Team directly under the minister to make it an organizational agenda and a ministerial agenda.” The ministry also plans to actively recruit external personnel in the fields of human rights and intelligence analysis.
Separately, a comprehensive personnel overhaul centered on senior officials is also expected. Vice Minister Moon identified the focus of this restructuring as preparation for unification, spreading public consensus on unification, enhancing North Korea analysis capabilities, and addressing the abductees issue. He said, “We reviewed the restructuring plan with the awareness that a flexible, competitive, and efficient organization is needed in a situation where inter-Korean exchange and dialogue are not progressing and in line with the international political situation.”

The Ministry of Unification plans to proceed with revisions to the Enforcement Decree (Presidential Decree) and Enforcement Rules of the Organization Act after consultations with the Ministry of the Interior and Safety. The Ministry expects the organizational restructuring to be completed by late next month.
