Seongnam City to Impose Up to 50,000 KRW Fine for Illegal Sidewalk Parking Starting August
Seongnam City in Gyeonggi Province will impose fines of up to 50,000 KRW for illegal parking on sidewalks starting in August.
Seongnam City announced on the 26th that, with the guidance period for the 'Sidewalk Illegal Parking Resident Reporting System' ending on the 31st of this month, fines will be imposed on vehicles violating parking regulations starting from the 1st of next month.
Accordingly, if a vehicle is reported by residents for parking or stopping on the sidewalk for more than one minute, passenger cars will be fined 40,000 KRW and vans 50,000 KRW.
The Illegal Parking Resident Reporting System allows residents to report violations by taking two or more photos of the violation area and vehicle license plate at intervals at the same location using the Safe Report app on smartphones, resulting in fines being issued without the need for on-site inspection by enforcement officers.
Recently, the Ministry of the Interior and Safety designated sidewalks as one of six illegal parking prohibited zones and standardized the reporting interval to one minute. Accordingly, Seongnam City has changed the reporting requirement from five minutes to one minute starting in July.
The reporting operation hours remain the same as before: weekdays from 7 a.m. to 10 p.m., and weekends and public holidays from 9 a.m. to 6 p.m.

Previously, the Ministry of the Interior and Safety added sidewalks to the illegal parking prohibited zones to ensure safe pedestrian rights. The existing five zones include within 5 meters of a fire hydrant, within 5 meters of an intersection corner, within 10 meters of a bus stop, crosswalks, and school zones.
