US Congress "Completed Preparations for AI Regulation through National Defense Authorization Act"
The U.S. Congress is pushing to introduce regulations on generative artificial intelligence (AI) through the National Defense Authorization Act (NDAA), which determines the U.S. defense budget and policies. This move is interpreted as an effort to address AI regulation issues from a national security perspective.
According to Fox News and others on the 23rd (local time), Senate Majority Leader Chuck Schumer is working to include responses related to AI and national security in this year's NDAA amendments. Leader Schumer said, "The NDAA will be the Senate's first opportunity this year to pass a genuine AI bill," adding that important preliminary work to accelerate the AI bill has been completed.
The AI-related measures to be included in the NDAA amendments feature a "bug bounty" reward system that encourages security experts such as "white hat hackers" to help identify vulnerabilities in AI systems used by the Department of Defense.
Additionally, the amendments are expected to include ways to enhance the Department of Defense's understanding of AI utilization and defend against threats posed by generative AI. They will also incorporate measures to improve the U.S. government's understanding of current AI capabilities through various reports from Department of Defense officials and financial regulatory authorities.
Representative Mike Lawns (Republican), who is leading the AI-related NDAA efforts, emphasized the importance of AI in national security by stating, "The AI here now is used to protect our country, and our adversaries use it too."

At an event hosted by the Center for Strategic and International Studies (CSIS) last month, Leader Schumer explained that the core principles of the "Bipartisan Framework for AI Regulation" are security, accountability, democratic foundations, and explainability, aiming to reduce the misuse potential of AI technologies beyond human control and to lead technological innovation. With rising concerns that AI-driven fake news could disrupt democracy through public opinion manipulation and incitement ahead of next year's U.S. presidential election, the U.S. administration and Congress are accelerating efforts to establish regulatory measures.
