Hyundai Construction Wins 1.05 Trillion KRW Contract for 'Namyangju Wangsuk National Road No. 47 Underground Construction'
Jingwan-ri to Yeonpyeong-ri, Total Length 6.41 km Section
Largest Ever Design-Build Project in Civil Engineering
Leading in 4 out of 7 Evaluation Categories
Hyundai Engineering & Construction announced on the 21st that it had won the contract for the ‘Namyangju Wangsuk National Road No. 47 Relocation (Underground) Project’ worth 1.0503 trillion KRW, commissioned by the Korea Land and Housing Corporation (LH) on the 20th.

The Namyangju Wangsuk National Road No. 47 underground project involves converting the above-ground national road section from Jin-gil-ri to Yeonpyeong-ri in Namyangju, Gyeonggi Province, with a total length of 6.41 km, into an underground road. The project includes constructing one 4.3 km underground road, one 5.2 km tunnel, and five bridges and five interchanges (ICs) each. It is the largest turnkey design-build project in the domestic civil engineering sector to date.
In this bidding, Hyundai Engineering & Construction scored 92.72 points in four out of seven specialized evaluation fields (civil engineering construction, civil engineering structures, soil and foundations, and machinery), gaining an advantage. Including the price bid results announced on the 19th, Hyundai secured the highest total score and finalized the contract award.
Hyundai Engineering & Construction proposed a plan that consolidates accumulated technology and construction know-how, as well as advanced smart construction technologies, to successfully carry out this project.
Particularly, the plan to build the country’s first ‘vertically separated multi-level underground road’ attracted attention. According to the basic plan, the two overlapping national roads (8 lanes) will be separated by road: National Road No. 43 will be constructed as an upper underground road (6 lanes), and National Road No. 47 as a lower tunnel (4 lanes). This separation increases the number of lanes and disperses traffic volume for long and short distances, thereby ensuring traffic safety and efficiency.
The tunnel section of National Road No. 47 passes 18 meters below the Gyeongchun Line railway structure and 14 meters below the bottom of Wangsukcheon Stream. By securing sufficient distance from the tunnel to the railway, the safety of railway operations is enhanced, and by not relocating Wangsukcheon Stream, the natural environment is preserved.
Additionally, flood control measures against abnormal weather include more than doubling the water collection and drainage facility capacity, establishing real-time monitoring and integrated control systems, and thoroughly preparing a smart multi-smoke exhaust system and phased disaster prevention plans to ensure the safety of structures and users. Advanced smart technologies such as an online-offline converged platform construction management system and the country’s first interactive AI-based smart maintenance system will be integrated to enhance construction and maintenance convenience.
Furthermore, Hyundai Engineering & Construction proposed the country’s first multi-level integrated bridge for vehicles and pedestrians, two UAM vertiports, and autonomous driving-specialized designs. By simultaneously constructing tunnels and bridges, the project aims for early opening in the first quarter of 2027, shortening the construction period by 12 months.
Hyundai Engineering & Construction (39% stake) is conducting detailed design for six months in a consortium with Taeyoung Construction (20%), KCC Construction (12%), and Seohan (5%), with a total construction period of 54 months (including 6 months for priority construction).
