Jeonnam Students' Education Allowance Established Nationwide First
Jeonnam Provincial Council Approves Ordinance Proposed by Superintendent Kim Dae-jung
The student education allowance ordinance, first proposed nationwide by the Jeonnam Provincial Office of Education, has been enacted.
The Jeonnam Provincial Council announced on the 21st that it passed the "Ordinance on the Payment of Student Education Allowance by the Jeonnam Provincial Office of Education," proposed by Superintendent Kim Dae-jung, at the 2nd plenary session of the 373rd meeting held on the 20th.
Earlier, the Education Committee of the Jeonnam Provincial Council approved the ordinance as originally proposed, stating that "the student education allowance helps to eliminate educational disparities and overcome the regional extinction crisis caused by the decline in the school-age population."
This ordinance includes provisions to pay an education allowance of up to 100,000 KRW per month per student to the guardians of approximately 87,000 elementary school students in the province.
The education allowance will be paid starting September 1 to elementary school students in 16 rural counties with severe population decline among the 22 cities and counties in the province, at 100,000 KRW per student per month. For five cities?Mokpo, Yeosu, Naju, Suncheon, Gwangyang?and Muan County, 50,000 KRW per student will be provided.
The allowance will be provided as a voucher and cannot be used for purposes unrelated to education. Additionally, payment of the allowance requires consultation with the Social Security Council of the Ministry of Health and Welfare, and budget support will be possible if smooth consultation is achieved.

An official from the Jeonnam Provincial Office of Education stated, "We will continuously consult with the Ministry of Health and Welfare to ensure that the student education allowance can be paid in order to realize universal educational welfare."
