President Yoon Suk-yeol returned to Poland on the 16th (local time) after completing his schedule in Ukraine and urgently checked the heavy rain damage and response situation through a video conference with the Central Disaster and Safety Countermeasures Headquarters.
First, President Yoon said, "I pray for the souls of those who passed away due to this heavy rain and offer my condolences to the bereaved families," according to a written briefing by Kim Eun-hye, the senior spokesperson of the Presidential Office. He then pointed out that some areas were not pre-controlled, stating, "The first principle of disaster response is to control access to dangerous areas and to quickly recognize backflow or flooding of water channels to proactively evacuate people." He emphasized, "Related agencies such as the Korea Meteorological Administration and the Korea Forest Service must transmit risk information in real time so that local governments can promptly take necessary measures on site."
He also said, "Support for disaster victims must be provided swiftly," and urged, "The Ministry of the Interior and Safety should work with local governments to check the protection and support measures for disaster victims and provide rapid assistance to minimize public inconvenience."
President Yoon stated that he would immediately preside over a Central Disaster and Safety Countermeasures Headquarters meeting upon his return to review the situation again. He added, "Although weather forecasting is challenging due to climate change, the Korea Meteorological Administration should proactively and promptly disseminate more detailed weather information by region," and instructed, "The police should cooperate with local governments to control access to low-lying areas to the extent that it may seem excessive." The meeting was attended by the Prime Minister, the Vice Minister of the Ministry of the Interior and Safety and the head of the Disaster and Safety Headquarters, ministers of the Ministry of Environment, Ministry of Land, Infrastructure and Transport, Ministry of Trade, Industry and Energy, Ministry of Agriculture, Food and Rural Affairs, Ministry of National Defense, the heads of the Korea Meteorological Administration, Korea Forest Service, National Police Agency, and the Deputy Commissioner of the National Fire Agency.

Earlier, after a summit with Ukrainian President Volodymyr Zelenskyy the previous day, President Yoon also held an emergency situation review meeting with his aides to respond to the heavy rain. During his return from Poland to Korea, he plans to convene a Central Disaster and Safety Countermeasures Headquarters meeting via video conference with Prime Minister Han Duck-soo and relevant ministers to receive reports on the heavy rain damage and response situation.
