Floor Area Ratio Relaxation upon Compliance with Incentive Items
Seoul’s Gangbuk-gu (District Mayor Lee Soon-hee) announced that by the 20th of this month, it will finalize the district unit plans for two zones after completing the re-examination public notice procedures for the ‘4.19 Intersection District Unit Planning Zone and Plan Decision (Change) (Draft)’ and the ‘Gaori Station District Unit Planning Zone and Plan Decision (Draft).’
Once the district unit planning zones are confirmed, the floor area ratio (FAR) is expected to be relaxed up to 1.2 times for areas designated for joint development (special designation) within the two zones, provided that incentive items are fulfilled.
Since the opening of the Ui-Sinseol Line on September 2, 2017, the district has been preparing designation and amendment plans for the district unit planning zones to develop these two areas as new living service hubs and central urban areas.
To finalize the district unit plans for the two areas, from September 21, 2017, the district conducted ▲resident inspections ▲preliminary expert consultations on district unit plans ▲reviews and re-reviews by the Seoul City Urban and Architectural Joint Committee, and requested re-examination submission to the committee in May.
Accordingly, Seoul City approved the amended district unit planning proposals for the two zones submitted by the district during the 6th Urban and Architectural Joint Committee meeting held in June. Following the approval, the two district unit planning zones will undergo re-examination and official announcement procedures and are expected to be finalized in July.
Reviewing the plan, the 4.19 Intersection District Unit Planning Zone has been expanded by 36,857㎡ to include the area around the 4.19 Democratic Cemetery Station. Additionally, 127 lots designated under the lot planning have been changed to joint development (designated, recommended).
The Gaori Station area has been newly designated as a district unit planning zone covering 56,676㎡. This area, including the Bukhansan Height District, is designated as a special joint development possible zone, while the remaining areas are set as joint development designated or recommended zones.
Furthermore, for both areas, a plan to relax the floor area ratio has been introduced if incentive items such as recommended uses are fulfilled to manage the deteriorated low-rise residential areas due to height district designations.

Lee Soon-hee, Mayor of Gangbuk-gu, stated, “With the confirmation of the district unit planning zones and the relaxation of regulations in the Bukhansan Height District, changes in the deteriorated low-rise residential areas are expected. We will comply with Seoul City guidelines to preserve the Bukhansan landscape within the height district and promote Gangbuk-style development that allows enjoying nature within the city.”
