A court ruling has upheld a three-month salary reduction disciplinary action against an elementary school vice principal who habitually made inappropriate remarks not only to students but also to teachers.
The Gwangju District Court Administrative Division 1 (Presiding Judge Park Sang-hyun) announced on the 7th that it ruled against Vice Principal A of an elementary school in Jeonnam in a lawsuit he filed against the Jeonnam Provincial Office of Education, claiming that the three-month salary reduction disciplinary action was unfair.
Vice Principal A made remarks implying that students who chose to attend alternative schools "could be sexually assaulted or become delinquent students," and even harshly told some sixth-grade students, "You are unnecessary beings," among other severe verbal abuses.
He also habitually exercised 'gapjil' (abuse of power) toward teachers. In September 2020, when a teacher submitted a request form for childcare leave, Vice Principal A made remarks such as "You took the entire childcare time at once" and "Important people should be at school," causing psychological pressure. Due to these remarks, it is known that the teacher was unable to apply for childcare leave even once afterward.
In February of last year, during the new school year preparation period, Vice Principal A instructed a teacher to decorate a photo zone and had the teacher cover the insufficient budget by paying with their personal card. He also made inappropriate remarks in public, such as describing a particular teacher as having a "bad attitude" and "lacking teaching qualifications," and calling the teacher in charge of horseback riding experience classes "Hey~ Horseback riding." These were also recognized as grounds for disciplinary action. Furthermore, when setting the grade-level evaluation plans that should be decided by the school's academic performance management committee, he unilaterally ordered that his opinions be followed.

The court stated, "Vice Principal A has the responsibility to guide and supervise the affiliated faculty and staff and the duty to lead by example to be a role model for teachers and students," adding, "Nevertheless, he made several considerably inappropriate remarks to teachers and students, which is not without blame," as the reason for the ruling.
