Jung-gu, Seoul (Mayor Kim Gilsung) will operate the anonymous internal reporting system "Junggu Allbaro" starting in July to establish a clean and transparent public service culture.
"Allbaro" was named by employees themselves, meaning "All public officials correct irregularities."
Any public official belonging to Jung-gu Office can access the "Allbaro" system to report ▲ acts of bribery or entertainment ▲ unfair demands or decisions abusing authority ▲ improper work instructions and budget execution ▲ violations of service regulations ▲ workplace abuse of power, harassment, sexual harassment, and more.
The entire process of reporting, receiving, forwarding, and system management is outsourced to an external professional company, ensuring strict confidentiality of the whistleblower’s identity and report contents. To enable employees to easily access the system anytime and anywhere, QR codes and other guidance materials have also been distributed.
Once a report is received, the responsible department is notified in real time. The district office plans to promptly investigate the facts and, if illegal or improper acts are confirmed, impose strict disciplinary measures such as disciplinary requests and personnel actions.
Until now, workplace abuse of power, harassment, and sexual harassment often only came to light after the problems had escalated. When abuse or harassment is reported through "Junggu Allbaro," the accused party is also informed of the details. This is to immediately encourage improvement and prevent the spread of the issue.
