"Should Current Taxpayers Bear Past Mistakes?" Criticism Arises
The 'Task Force (TF) for the Study and Development of Reparations for African Americans,' established by the government of California, USA, has released a report estimating reparations for racial discrimination suffered by Black people at up to 1.6 billion KRW per person.
On the 29th of last month (local time), the TF submitted a report to the California State Legislature that included the complex damages African Americans (Black people) endured due to slavery, the ongoing impact on American society, and a proposal for a comprehensive reparations plan for them.
The TF report did not explicitly recommend a specific amount but presented a methodology for calculating reparations.
According to the report, due to discriminatory policing and residential segregation against Black people, reparations per individual were calculated at up to $115,260 (approximately 152 million KRW), and reparations for medical discrimination were calculated at up to $966,918 (approximately 1.274 billion KRW). Combined, the maximum reparations per individual amount to $1,230,808 (approximately 1.622 billion KRW), with a total estimated reparations amount of $800 billion (approximately 1,054 trillion KRW). This estimate is based on the average life expectancy of Black people in California, which is 71 years. Eligibility for reparations is limited to descendants of Black people who resided in the United States before 1900.
The TF stated, "The legislature should issue a public apology on behalf of California residents for the human rights violations caused by slavery. Such an apology, combined with material reparations, provides an opportunity for collective reflection on the past and recovery from moral and physical damages."
The TF also recommended that the state government provide funding to assist with tracing and verifying Black people's lineage.

However, it remains uncertain whether these reparations recommendations will be enacted into law. Criticism has already emerged within the state government and local communities regarding the scale of reparations proposed in the draft report, with opinions that it is unreasonable for current taxpayers to bear the burden of past wrongs and that California's fiscal deficit situation must be considered. It is also expected that Latino and Asian residents who have experienced racial discrimination will find it difficult to agree with this reparations plan.
