Namhae-gun Launches First Voucher Taxi Service for Transportation-Disadvantaged in Gyeongnam Military Region

Namhai-gun, Gyeongnam Province, will begin operating the "Voucher Taxi," introduced to distribute the demand for call taxis for transportation-disadvantaged individuals, starting at midnight on July 3.
The transportation-disadvantaged voucher taxi is a system where local taxi operators, while conducting their usual business, provide a service to transport transportation-disadvantaged passengers anywhere within Namhae-gun for a base fare of 2,000 KRW upon vehicle dispatch request. Currently, 24 voucher taxis are designated in Namhae-gun.
To use the transportation-disadvantaged voucher taxi, one must qualify as a "transportation-disadvantaged" person. This includes ▲persons with severe walking disabilities (previously classified as disability grades 1 to 3 before the abolition of the disability grading system) ▲pregnant women ▲elderly persons aged 65 or older who have difficulty walking ▲and other temporary users.
However, not all elderly persons aged 65 or older qualify; only those who are long-term care recipients under the Long-Term Care Insurance Act for the Elderly and have been issued a long-term care certificate (welfare equipment benefit confirmation) are eligible.
The voucher taxi operates on a membership basis, and transportation-disadvantaged individuals wishing to use the service must submit relevant documents to the administrative welfare center in their jurisdiction’s eup/myeon or to the Construction and Transportation Department of the county office.
Required documents include ▲for persons with disabilities, a disability welfare card and proof of disability ▲for pregnant women, a maternity handbook and pregnancy confirmation certificate ▲for elderly persons aged 65 or older, a long-term care certificate ▲and for others temporarily unable to use public transportation due to surgery or accidents, a medical certificate or opinion letter detailing restrictions on public transportation use and the duration thereof.
After completing membership registration, users can make reservations and use the service through the Gyeongsangnam-do Special Transportation Integrated Call Center and the smartphone app (Gyeongnam Special Transportation). The usage fee is a fixed 2,000 KRW per ride, limited to 4 rides per day and within a monthly limit of 50,000 KRW, and usage is restricted to within Namhae-gun.
Members who have previously applied for and used the special transportation call taxi for transportation-disadvantaged persons can use the service without a separate application process.

An official from Namhae-gun stated, “Namhai-gun has the highest usage rate and demand for special transportation call taxis for transportation-disadvantaged persons among basic local governments in Gyeongnam Province relative to the transportation-disadvantaged population,” and added, “By distributing the demand for existing transportation call taxis, we expect to better guarantee the mobility rights of transportation-disadvantaged individuals.”
