Fair Trade Commission Investigates Subcontract Transactions of 100,000 Manufacturers, Service Providers, and Construction Companies
The Fair Trade Commission will begin a subcontracting transaction survey targeting a total of 100,000 businesses starting from the 29th.
The Commission will focus on inspecting the degree of improvement in transaction practices in three industries?manufacturing, services, and construction?among transactions conducted by companies last year, whether requests for adjustment and reflection of delivery prices (subcontract payments) were made, the issuance of contracts and the use of standard subcontract agreements, and the status of subcontract payment disbursements.
In particular, following last year, this year’s survey also includes items related to subcontract payment adjustments due to fluctuations in raw material prices and inflation. This is to realize the government’s innovation execution task of creating an environment where fair payment for delivery prices is ensured. The Fair Trade Commission plans to utilize the survey results as information necessary for policy and system improvements.
Additionally, a separate set of nine inquiry items regarding whether technical data was requested, the reasons, and the scope of use will be surveyed. Through this, the Commission intends to identify the actual conditions of technology theft that hinder growth into global strong small and medium enterprises.
Based on the subcontracting transaction survey results to be announced at the end of the year, the Fair Trade Commission will promote continuous monitoring of legal violations and system improvements. In particular, suspected legal violations will be reflected in plans for ex officio investigations.
The survey will be conducted by notifying businesses whether they are subject to the survey and having them input related information online. The primary contractors will participate from the next day until the 31st of the following month, and subcontractors will participate from September 5 to October 6.

The targets are 10,000 primary contractors and 90,000 subcontractors in the manufacturing, services, and construction industries.
