The heads of diplomacy of the U.S. and China held talks in Beijing, which local state media described as a "constructive dialogue." However, they argued that since the responsibility for the deterioration of bilateral relations lies with the U.S., America must take more proactive actions to improve the relationship.
On the 19th, China's state-run Global Times (GT) reported in an editorial that "State Councilor and Foreign Minister Qin Gang met with U.S. Secretary of State Antony Blinken and engaged in a long, frank, deep, and constructive dialogue on overall relations and other important issues." It also noted that this was the first visit by a U.S. Secretary of State to China in five years, and particularly the first visit by a Biden administration cabinet official to China, interpreting this "twist and turns" as reflecting the very complex and difficult situation of bilateral relations.
GT further stated that recently, scholars, politicians, and the international community in the U.S. have reasonably called for a "reexamination" of bilateral relations, and that the background of this is "U.S. national interests." GT said, "The international community, including U.S. allies, hopes that China-U.S. relations will not be further shaken and will stabilize, so that the foundation of world peace and stability is not undermined," adding, "This is not the result of some magic by China, but because of U.S. national interests."
The responsibility for the worsening bilateral relations was also emphasized as lying with the U.S. GT stated, "Most of the difficulties faced in China-U.S. relations were due to the U.S.'s unilateral and capricious policies and actions," and therefore "the U.S. should naturally do more to improve relations." It went on to explain, "The U.S.'s suppression of China in the economic and trade sectors is madness, but bilateral trade relations still show strong endogenous momentum and indicate significant room for mutually beneficial cooperation." Additionally, it added, "Since the two sides agreed to expand cultural and educational exchanges during this meeting, the U.S. should stop its habitual overreactions in issuing visas to Chinese nationals and show concrete actions."
