UN Revises 'Implementation Guide No. 7'... Simplifying Humanitarian Aid Procedures to North Korea
Activities Requiring Exemption Permits Should Be Retained by Case
The humanitarian aid procedures for North Korean civilians have been simplified compared to before.
According to the UN Security Council's North Korea Sanctions Committee on the 17th, the committee revised the "Implementation Guidance No. 7" on the 2nd. Implementation Guidance No. 7 is a document explaining the exemption procedures from sanctions applied to humanitarian aid to North Korea.
The revised Implementation Guidance No. 7 includes a provision that humanitarian aid will not result in asset freezing even without case-by-case exemptions from the committee.
Previously, if UN member states, non-governmental organizations, or international organizations provided humanitarian aid to North Korea without exemption approval, their assets were frozen.
However, activities requiring exemption approval on a case-by-case basis remain. The committee explained, "When carrying out humanitarian aid and relief activities for North Korean residents, it is recommended to provide the committee with all information related to the risk of (items) being used for other purposes."

The committee also reflected extensions of exemption periods and relaxation of relief goods transportation methods in Implementation Guidance No. 7 in 2020.
