Seongdong-gu (Mayor Jeong Won-oh) announced that on the 12th, it held a completion ceremony awarding certificates of completion and caregiving career recognition certificates to six first-year students who completed this year's career recognition program.
The district revamped the caregiving career recognition program, a mandatory course for issuing career recognition certificates, from twice a year to continuous operation. Anyone with unpaid caregiving labor experience can participate regardless of gender, and through the program, services are linked from one-on-one interviews for competency diagnosis, analysis of interested job fields, resume writing, to special lectures and counseling on employment and entrepreneurship. If students achieve an attendance rate of 80% or higher, a career recognition certificate issued in the name of the district mayor is granted, and this year’s first completion ceremony was held.
The caregiving career recognition certificates issued in this way are officially used as employment documents by 17 organizations, including Seongdong Cultural Foundation, Seongdong-gu Urban Management Corporation, Seongdong Future Jobs, as well as companies affiliated with the Seongdong-gu Chamber of Commerce and Industry (Chairman Heo Beom-mu) and innovative company MYSC (CEO Kim Jeong-tae).
Since the first issuance of caregiving career recognition certificates last year, Seongdong-gu has issued 24 certificates to date, and with the expansion and revamp of the program this year, the number of applications is expected to increase significantly.
Issuing the career recognition certificate is not the end. The district provides practical one-stop support services for employment and entrepreneurship to women with career experience who have completed the program. To this end, in April, it signed business agreements with three institutions: ▲Seongdong Women's Human Resources Development Center ▲Seoul Eastern Women's Development Center ▲Seongdong-Gwangjin Employment Welfare Plus Center.
After completing the Seongdong-gu career recognition program, the key is to connect with each institution to provide customized services from basic counseling, job seeker registration, vocational training education, to job placement until women with career experience succeed in employment.
The movement for nationwide expansion is also accelerating. In 2021, Seongdong-gu was the first in the country to enact the “Ordinance on Respect and Promotion of Rights for Women with Career Experience.” Now, one year before the launch of the 8th popular election term, many local governments such as Seoul’s Seongbuk-gu, Gwangjin-gu, and Gyeonggi-do including Suwon City are continuing the trend of enacting and revising related ordinances.
In April, a member of the National Assembly also proposed amendments to the “Women’s Economic Activity Act” and the “Framework Act on Gender Equality” containing similar purposes and content. Seongdong-gu’s caregiving career recognition certificate is gaining attention as a wise alternative to the low birthrate and aging society era.
Choi, a woman with career experience who completed the program this time, said, “Since I was only living at home, I had vague anxiety about whether I could return to society, but through counseling, I regained confidence,” and added, “I am grateful to the district for constantly considering and preparing the program for women with career experience.”

Jeong Won-oh, Mayor of Seongdong-gu, stated, “We must start with policies that respect both caregivers and care recipients,” and added, “I hope that through Seongdong-gu’s caregiving labor career recognition project, the social value of caregiving will spread and be recognized, including reflection in government policies.”
