Nowon-gu Supports Study Cafe and Reading Room Usage Fees for Unemployed Youth

Nowon-gu (District Mayor Oh Seung-rok) announced that it will promote a support project for study cafe and reading room usage fees to assist youth with job preparation costs.
The aim is to alleviate the financial burden on young people and encourage job-seeking activities by supporting the costs of study cafes and reading rooms that youth frequently use for actual job preparation.
Originally started as part of the ‘Nowon Chance 3’ project implemented last year, it received enthusiastic responses with 1,050 youth applicants in the first half of last year alone, leading to its expansion as an independent project from the second half. In 2022, a total of 1,476 people applied, and about 220 million KRW was supported.
This year, the project target has been expanded. Previously, the target age was 19 to 34 according to the Youth Basic Act, but this year, based on the Nowon-gu Youth Basic Ordinance of Seoul Metropolitan City, the age limit has been raised to 19 to 39, broadening the beneficiary range.
The support target is 1,600 unemployed youth aged 19 to 39 (born 1984?2004) residing in Nowon-gu. Military service members, university (graduate) students, and students on leave are excluded.
Youth purchase study cafe or reading room usage vouchers within the region, then apply online through the Nowon-gu District Office website. Later, the amount is refunded via Nowon Love Gift Certificates to the applicant’s registered mobile phone. Support is provided up to 160,000 KRW for usage fees equivalent to 150 hours. Those who received refunds last year can also apply this year.
The application period is from June 1 to August 31, and it may close early if the budget is exhausted on a first-come, first-served basis. Applicants must attach supporting documents on the Nowon-gu District Office website.
Supporting documents include ▲Resident Registration Abstract (including military service details) ▲Employment Insurance Qualification History ▲Graduation Certificate (final education level) ▲Payment receipt for study cafe or reading room within the region. All documents must be issued after the announcement date of Monday, May 22, 2023, to be accepted.
In January this year, the district established the ‘Youth Policy Division’ and is promoting youth policies across various fields such as housing, culture, and welfare, along with expanding job policies for youth who make up about 27% of the district’s total population. Last month, to ease the economic burden and provide social support to young people in their 20s facing difficulties due to employment challenges and the COVID-19 pandemic, the district launched a project to support 100,000 KRW annually per person for youth cultural activities.

Oh Seung-rok, Mayor of Nowon-gu, said, “We decided to support the costs of study cafes and reading rooms that Nowon youth actually use to encourage them as they struggle in the harsh job market,” adding, “We will continue to develop policies that youth can feel in their daily lives.”
