Gyeongnam Province Takes Action on Odor Management at Pig Farms in Haman
Official Notice of Designation of Odor Control Area with a Total Area of 74,805㎡
Gyeongsangnam-do announced on the 8th that it has officially designated 11 pig farms in the Haman-myeon area of Haman-gun, covering a total area of 74,805㎡, as an odor management zone.
According to Gyeongsangnam-do, Haman-myeon in Haman-gun has been an area where odor complaints from nearby residents have been consistently raised due to pig farms.
Based on the results of the odor status survey research conducted in Haman-myeon in 2022, Haman-gun requested Gyeongsangnam-do to designate the area as an odor management zone last February.
In accordance with the Odor Prevention Act, the province announced the draft plan for designating the odor management zone on its official website and in daily newspapers from April 3 to April 17.
After collecting opinions from stakeholders, the designation plan was finalized, and the area was officially designated as an odor management zone starting May 8.
The 11 pig farms in Haman-myeon designated as an odor management zone must submit an installation report along with an odor prevention plan by November 7, six months after the official designation date.
By May 7 of next year, one year after the official designation date, necessary measures according to the odor prevention plan must be implemented.
If a business operator running an odor-emitting facility in the odor management zone fails to submit the odor prevention plan or does not take the required measures, they will be subject to administrative actions such as prosecution or suspension orders under the Odor Management Act.
If the odor emission exceeds the allowable standards, depending on the number of violations, the operator may receive improvement orders up to suspension of operations.
The county will conduct an annual survey of the concentration of designated odor substances in the air and the degree of odor in the odor management zone, review the odor concentration and complaint status after designation, identify the causes of odor, and analyze the impact on nearby residential areas to establish optimal odor reduction measures.

Jung Byung-hee, Director of the Climate and Air Quality Division of the province, said, “Odor has a localized impact and varies by region, so complaints continue to arise. We will do our best to designate and manage odor management zones so that residents suffering from odor can live comfortably.”
