Gyeongnam Office of Education to Build Jinhae Sinhang High School and Gimhae Naedeok Doshi Elementary School
New Construction Plan Passes Ministry of Education Central Investment Review
The tentative plan for Shinhang High School and Naedeok Urban Elementary School under the Gyeongnam Office of Education has passed the Ministry of Education's central investment review.
According to the provincial Office of Education, the tentative Shinhang High School will be built in Yongwon-dong, Jinhae-gu, Changwon City, with a total project cost of 68.4 billion KRW. The site area is 15,805㎡, the total floor area is 14,184㎡, and it will be a four-story building.
As a future-oriented school applying the high school credit system and spatial innovation, it will have 37 classes including one special class, accommodating 996 students, with the goal of opening in March 2027.
Naedeok Urban Elementary School will be constructed on a 12,496㎡ site in Naedeok-dong, Gimhae City, with a total project cost of 49.99 billion KRW.
It will have 43 classes including one special class, with a student body of 1,172, and is scheduled to open in September 2025.
The provincial Office of Education explained that since the opening of Jinhae Yongwon High School 17 years ago, no new high schools have been established, while urban development in the central and eastern Jinhae areas has expanded, leading to a shortage of high schools.
With the approval of the Shinhang High School establishment plan, it is expected to alleviate the inconvenience of long-distance commuting for more than 500 students annually, reduce overcrowded classes, and ensure safe and high-quality learning rights.
It is also anticipated to help resolve educational disparities by balancing school placement within Changwon City.
With the establishment of Naedeok Urban Elementary School focusing on securing student commuting safety within the underpass tunnel of the Busan New Port Line railway, students from 4,635 apartment units in the Naedeok district and nearby Golden Route Industrial Complex can be timely assigned to the new school.
The provincial Office of Education recently selected school sites in the central Jinhae area in cooperation with Changwon City to address the shortage of high schools in the central Jinhae region and plans to continue consultations for this purpose.

Heo Jaeyoung, Director of the School Support Division, said, “Passing the 100% central investment review is the result of efforts to alleviate overcrowded classes and improve educational conditions,” adding, “We will do our best to open the school as scheduled.”
