Ministry of Personnel Management Announces Implementation of National Public Officials Act Amendment
A legal basis has been established to prohibit identity and personnel disadvantages against whistleblowers within the civil service. Accordingly, civil servants must not obstruct or coerce the withdrawal of public interest reports or corruption reports.
On the 10th, the Ministry of Personnel Management announced that the amendment to the National Public Service Act, which strengthens the protection of internal whistleblowers among civil servants, will come into effect starting tomorrow.
According to the amendment, civil servants are prohibited from obstructing or coercing the withdrawal of public interest reports or corruption reports. It also stipulates that no identity or personnel disadvantages may be imposed on whistleblowers due to their reports, nor may the whistleblower's personal information be disclosed without their consent.
In addition, to guarantee the right to know for victims of power abuse, victims of power abuse within the public service will be able to receive notification of disciplinary actions taken against the perpetrators. Until now, only victims of sexual misconduct were able to confirm what disciplinary actions the perpetrators received.
