Ministry of Education Holds Public Hearing on 'Glocal University 30 Promotion Plan'
The Ministry of Education, together with the Glocal University Committee, held a public hearing on the 16th regarding the ‘Glocal University 30 Promotion Plan.’
At the public hearing, after an explanation of the Glocal University 30 Promotion Plan, a Q&A session was conducted with university and local government officials.
On the 13th, the Ministry of Education prepared the ‘Glocal University 30 Promotion Plan,’ which, through discussions by the Glocal University Committee, aims to create an innovative model for future-leading universities by fully innovating university support strategies and internal structures and operations, enabling autonomous and bold transformation amid the declining school-age population and rapid changes in industrial structure.
Subsequently, discussions on the direction for fostering Glocal Universities were held through expert roundtables and consultations with related organizations, and opinions from university presidents, planning directors, and other university officials were also collected to prepare highly practical measures.
The Ministry of Education plans to designate universities with a strong will for bold innovation as Glocal Universities and nurture them as leading universities through selection and concentration, thereby creating and spreading successful cases of university innovation and supporting them to play a role in driving innovation and growth across all universities.
Glocal Universities will be equipped with an open university decision-making system, flexible academic structures, and an innovation promotion system capable of effectively and swiftly implementing efforts and innovations that break down internal and external boundaries, as well as a transparent autonomous performance management system.
The Ministry of Education plans to finalize the ‘Glocal University 30 Promotion Plan’ at the 2nd Glocal University Committee meeting on the 31st, after hearing opinions from universities and local governments through four public hearings and collecting public opinions on Glocal Universities via the website.
Kim Jung-su, Chairperson of the Glocal University Committee, said, “Universities must now become a source of pride for local communities, respected by local residents, and chosen by students and parents,” adding, “With the current changes in the university support ecosystem creating an environment where universities can actively attempt innovation, it is expected that regional universities centered on Glocal Universities will serve as hubs for regional development.”

Lee Ju-ho, Deputy Prime Minister for Social Affairs and Minister of Education, also emphasized, “It is expected that universities have faced many difficulties in freely envisioning innovation through projects based on the goals and directions of innovation presented by the Ministry of Education,” and added, “Starting with Glocal Universities, we will provide barrier-free support together with related ministries and local governments so that our universities can boldly break down boundaries and pursue courageous changes based on a spirit of challenge and innovation.”
