Guro District (Mayor Moon Heon-il) announced on the 14th that starting this month, it will produce and provide a ‘newsletter that shows and reads’ to reduce the information gap and improve accessibility for residents vulnerable to information disadvantages.
The newly produced ‘newsletter that shows and reads’ is a video and audio content version of the monthly Guro district newsletter ‘Guroga Jota,’ designed to help visually impaired or low-vision residents access district news more conveniently.
The ‘showing newsletter’ reconstructs the printed newsletter into engaging video content to deliver district news more vividly.
The ‘reading newsletter,’ produced in audio form, features recordings of actual human voices rather than stiff mechanical sounds, making the pronunciation natural and free of discomfort.
The ‘newsletter that shows and reads’ is produced once a month in line with the newsletter publication and can be accessed from the March issue onward through the official Guro District YouTube channel ‘Guro District Office Broadcasting Center.’
For the reading newsletter, residents can apply via email to the Guro District Office Public Relations Officer and receive a playable link via text message on their mobile phones.
A Guro District official said, “The newsletter that shows and reads will help improve information accessibility and convenience not only for the visually impaired and low-vision residents but for all residents. We will continue to develop promotional plans for district administration that eliminate information blind spots through various media in a changing environment and engage more residents.”
Seodaemun District Produces Educational Materials on ‘Children’s Rights and Climate Crisis’

Seodaemun District (Mayor Lee Seong-heon) announced on the 14th that it recently produced and distributed related educational materials to enable elementary schools, Our Neighborhood Care Centers, and local children’s centers in the area to conduct children’s rights education independently.
Previously, the district listened to feedback from children’s institutions about difficulties in conducting annual children’s rights education and collaborated with Save the Children Central Region 1 Headquarters to create children’s rights workbooks and educational videos that deliver content in an easy and engaging way.
The materials are organized under the theme ‘Children’s Rights and Climate Crisis,’ including ways to prevent the climate crisis and educational content for children to discuss and practice directly.
They also include last year’s activities of the Seodaemun District Children’s Participation Committee and policy proposals on ‘Children’s Rights and Climate Crisis’ written by the children committee members themselves.
A total of 1,600 workbooks were distributed to elementary schools and children’s institutions in the area, and the 12-minute educational video was posted on the Seodaemun District Office YouTube channel.
Lee Seong-heon, Mayor of Seodaemun District, said, “I hope this educational material will help spread a culture of respecting children’s rights in the community. We will continue to produce themed educational videos and materials annually to support in-depth children’s rights education.”

Dongdaemun District (Mayor Lee Pil-hyung) announced that due to the serious low birthrate issue with a total fertility rate of 0.62 in 2022, it has formed a low birthrate response T/F team and established a customized low birthrate response plan by life cycle.
This year, aiming to create a ‘Dongdaemun District Good for Having and Raising Children,’ the district will promote 39 projects in three areas: ‘Healthy and Happy Pregnancy and Childbirth Support,’ ‘Establishment of a Dense and High-Quality Care System,’ and ‘Creating a Companion Environment Respecting Diverse Families.’
Major projects include maintaining existing programs such as ▲First Meeting Voucher Support ▲Maternal and Newborn Health Management Support ▲Child Care Support ▲Multiple-Child Family School Admission Congratulatory Money Support ▲Childbirth Congratulatory Goods Support.
Additionally, eight new projects will be promoted, including ▲Household Service Support for Pregnant Women, Dual-Income, and Multiple-Child Families as part of the ‘Mom and Dad Happiness Project’ plus four other projects ▲Construction of Mother-Child Health Management Center ▲Creation of Seoul-Style Kids Cafe.
Also, the infant allowance, which was previously 300,000 KRW per month, will be expanded from this year to 700,000 KRW per month for infants aged 0 and 350,000 KRW per month for those aged 1 as parental benefits.
The largest portion of Dongdaemun District’s life cycle low birthrate response projects is in the ‘Parenting and Care’ area, with a budget of 99.8 billion KRW. Projects such as parental benefit support, child care support, operation of Our Neighborhood Care Centers, and Dongdaemun District scholarship support will be implemented to reduce the burden of parenting and education expenses and establish a dense and high-quality care system.
Currently, the district operates the ‘Dongdaemun District Comprehensive Childcare Support Center,’ which provides comprehensive childcare support services, customized parenting information, and safe and high-quality care services centered on infants and young children.
The ‘Low Birthrate Response T/F Team,’ led by the Deputy Mayor, will explore ways to overcome low birthrate issues in collaboration with departments related to pregnancy, childbirth, childcare, care, and education, and further discover and promote distinctive low birthrate response projects unique to Dongdaemun District.
Lee Pil-hyung, Mayor of Dongdaemun District, requested, “I hope the ‘Low Birthrate Response T/F Team’ will work hard not only on customized low birthrate response policies by life cycle such as pregnancy, childbirth, and care but also on awareness improvement projects such as promotional campaigns and education to create a birth-friendly atmosphere and increase the birthrate.”

Meanwhile, the district has established nine ‘Dream Growing Joint Childcare Rooms’ in the area, providing safe play spaces and play programs for infants and young children, and plans to open the ‘Dream Growing Joint Childcare Room Cheongnyangni Branch’ additionally in the second half of this year.
