Activating Community through Operation of Youth Activity Hub ‘Gwanak Youth Center’... Implementing Customized Youth Support Projects
Gwanak-gu (Mayor Park Jun-hee) has established the ‘Basic Plan for Youth Policy in the 8th Elected Term’ to support youth activities for the dreams and hopes of young people, and is rolling out various policies for youth.
The ‘Basic Plan for Youth Policy in the 8th Elected Term’ pursues a total of 44 projects across four areas?Participation & Rights, Jobs & Housing, Education, and Culture & Welfare?under the vision of ‘Creating Gwanak, a Special Youth City Where Youths Grow Their Dreams.’
A representative project in the Participation & Rights area is the operation of ‘Gwanak Youth Center,’ which is preparing to open this year. The ‘Gwanak Youth Center’ will serve as an integrated platform for youth support, including youth-centered customized consulting, and will operate as an open space, planning to promote specialized projects directly involving youth participation.
Additionally, through the operation of the ‘Sillim-dong Three-Room Youth Cultural Space,’ programs to activate youth communities such as counseling and resource linkage projects tailored to youth demand will be expanded. In particular, to ensure that youth needs and opinions are reflected in policies, the district operates the public-private governance bodies ‘Youth Policy Committee’ and ‘Gwanak Youth Network’ to realize policies that genuinely benefit young people.
In the jobs sector, the district strengthens youth employment capabilities through projects such as the ‘Stepping Stone Youth Job Project,’ which connects youth to employment in non-profit organizations and supports labor costs; operation of the ‘Gang Gam-chan Youth Interview Studio,’ which supports makeup and photo shoots; and hosting ‘Youth Employment Concerts.’
To stabilize youth housing, Gwanak-gu plans to recruit tenants for a total of 107 customized youth rental housing units purchased by SH Corporation at four locations in Jowon-dong and Nangok-dong, and will also operate community programs.
In education, customized training for youth skill development will be provided through fostering IT talents for the 4th Industrial Revolution and operating youth workshops.
In September, ‘Youth Imagination Week’ will be held, along with the ‘Gwanak Youth Festival,’ featuring street dance performances and other events where youth can express their talents and passion, creating a space for youth exchange. The district will also operate the ‘Gwanak Youth Culture Zone,’ collaborating with private cultural spaces to run youth cultural and artistic programs and expand cultural and artistic hub spaces filled with youth vitality.
Furthermore, projects such as the ‘Excellent Gwanak Youth Savings Account Support’ and ‘Low-income Youth Asset Formation Support’ will help youth achieve independence, while the ‘Gwanak Youth Single-Person Household Free Health Checkup Project’ and ‘Youth Mental Health Support’ project will heal the bodies and minds of exhausted young people.
Mayor Park Jun-hee said, “From creating youth activity spaces like the ‘Gwanak Youth Center’ to supporting jobs and housing, as a city with the largest youth population, we will spare no effort to provide various supports so that young people can freely pursue their dreams and hopes.”
Yongsan-gu Holds Inauguration Ceremony for the 3rd Youth Policy Network
Held on the 23rd at Yongsan Youth Jium with 24 Youth Representatives Participating in the 3rd Term... Appointment Certificates Awarded, Followed by a Meeting
Activities Include Youth Policy Proposals and Interest-based Subcommittee Meetings
Yongsan-gu held the ‘3rd Yongsan-gu Youth Policy Network Inauguration Ceremony’ at 7 p.m. on the 23rd at the youth community space Yongsan Youth Jium.
The Yongsan-gu Youth Policy Network is a citizen participation platform aimed at solving youth issues. The district selected a total of 24 members through an open recruitment last year.
The inauguration ceremony proceeded with the awarding of appointment certificates, election of executives, and subcommittee meetings.
The 3rd Youth Policy Network consists of an executive committee and four subcommittees: Jobs, Culture & Arts, Welfare, and Institutional Promotion. The executive committee elected one chairperson and two vice-chairpersons (one male and one female), and each subcommittee appointed its own head.
The main activities of the members include proposing youth policies, holding subcommittee meetings based on areas of interest, planning and engaging in youth-related networks, policy forums, and participating in youth-related district government events. The term is two years.
▲The Jobs subcommittee focuses on employment, startups, and work-life balance; ▲the Culture & Arts subcommittee on youth festivals and discovering cultural content; ▲the Welfare subcommittee on equality and human rights, social safety nets, and housing stability; ▲and the Institutional Promotion subcommittee on promoting the youth network and proposing policies related to youth rights.
At the end of this year, a performance report meeting will be held to share major activities and achievements and discuss future directions. Awards will also be given to outstanding members on that day.
Meanwhile, the district enacted the ‘Yongsan-gu Youth Basic Ordinance’ in 2019 and formed and operated a youth policy advisory group with 215 members, the largest scale nationwide. Since 2021, the advisory group has been reorganized into the Youth Policy Network, reducing the number of members and enhancing effectiveness.

Yongsan-gu will also strive to increase opportunities for youth’s active social participation and support their foundation for independence to promote their rights and interests.”

Remarkable Rise of Three Grades from the Lowest Grade Last Year
The Only Institution Nationwide Certified as an ‘Effort Excellence Institution’ and Awarded by the Ministry of the Interior and Safety
Nowon-gu (Mayor Oh Seung-rok) was selected as a Grade C (Excellent Institution) in the ‘2022 Comprehensive Civil Service Evaluation’ conducted by the Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission, rising three grades from the previous year.
The Comprehensive Civil Service Evaluation is an annual system conducted on 306 institutions including central administrative agencies, metropolitan and provincial offices of education, and local governments. It classifies the level of civil service across all institutions into five grades (A to E) through a fair and systematic comprehensive evaluation of the overall civil complaint handling by administrative agencies, aiming to improve the quality of civil service and resident satisfaction.
Over the past year, the district made efforts to improve civil complaint handling through regular reporting and meticulous inspections of complaint processing status, active external activities by the head of the institution related to civil administration, providing various civil services to socially vulnerable groups, protecting complainants’ personal information and improving systems, revitalizing the Civil Complaint Mediation Committee, offering specialized consultations such as night-time tax consultations, handling grievances, and achieving high resident satisfaction. As a result, it was recognized for a remarkable leap of three grades from the lowest grade in 2021.
Accordingly, Nowon-gu was uniquely selected as an ‘Effort Excellence Institution’ among 306 institutions nationwide for its remarkable improvement and development in civil complaint handling, receiving a commendation from the Minister of the Interior and Safety and financial incentives.
