School Violence Perpetrators to Be Recorded in Student Records for 2 Years Without Exception... Removal Clause to Be Eliminated
Ministry of Education Announces 'Safe School Promotion Plan for New Semester'
[Asia Economy Reporter Yoo Byung-don] The current system allowing the deletion of school violence-related records from school life records will be abolished.
On the 22nd, the Ministry of Education held the 1st On-site Visit Social Relations Ministers' Meeting at Doma Elementary School in Daejeon and announced the "New Semester Safe School Promotion Plan" containing this content.
This plan includes four main points that can be applied immediately from the new semester next month: △Violence-free schools △Accident-free schools △Healthy schools △Schools where rights are protected.
The Ministry of Education decided that from the 1st of next month, records of school violence perpetrators who received the 8th type of disciplinary action, transfer, will be kept without exception for two years after graduation.
This means that even under the principle of preserving records for two years after graduation, the exception clause allowing deletion after review has been eliminated.
School violence perpetrator types are classified from 1 to 9, with type 8 corresponding to serious school violence measures.
Since expulsion, type 9, cannot be applied during compulsory education in middle school, the most serious school violence cases receive type 8 measures.
Currently, records of perpetrators who received type 7 disciplinary action, class transfer, are deleted upon graduation, but going forward, they will be preserved for two years after graduation as a principle. However, deletion can be considered after reviewing the perpetrator's level of remorse and the restoration of the relationship with the victim.
A "Pan-governmental Working Council for the Prevention and Response to Student Cyberbullying," involving related ministries and agencies, will also be launched.
Additionally, to eradicate illegal filming within schools, guidance will be provided for installing the "Illegal Filming Camera Detection Application," and simple inspection tools such as smartphone-attached cellophane (PVC) detection films for illegal filming devices will be distributed.
To maintain schools safe from drugs, plans are in place to increase drug prevention education hours in health education for elementary, middle, and high schools. A teacher training program covering the latest types of drugs, their characteristics, and side effects will be developed and operated starting in May.
For accident-free schools, training for dormitory night fire preparedness, earthquake response drills, and visiting safety education will be expanded, and CPR (cardiopulmonary resuscitation) education for students and staff will be strengthened. The status of sprinkler installation plans will also be reviewed to ensure sprinklers are installed on all floors of special school dormitories by 2025 and elementary and secondary school dormitories by 2026.
To promote healthy schools, a "Special School Quarantine Support Period" will be operated from the 2nd to the 16th of next month to intensively educate and promote the revised school quarantine guidelines, including the abolition of mandatory fever checks upon school entry and lifting of indoor mask mandates.
From the perspective of student mental health management, support will be provided for school visits by mental health experts upon school referral for students who refuse treatment or live in medically vulnerable areas.
Acts of noncompliance with teachers' legitimate life guidance have been specified as types of educational activity interference in related notifications, establishing grounds to respond to intentional disruption of educational activities.
A "Student Customized Integrated Support System" will also be established to early detect students at risk of abuse, provide tailored support, and enable regional and information linkage, to be implemented this year in 20 elementary and 10 middle school pilot schools.
