Ministry of Agriculture, Food and Rural Affairs Launches Full-Scale Implementation of 'Strategic Crop Direct Payment System'
[Asia Economy Sejong=Reporter Lee Jun-hyung] The government will provide subsidies starting this year for cultivating strategic crops such as wheat and rice flour on rice paddies. Farmers can receive up to 5.3 million KRW per hectare (ha) depending on the crop and double cropping.
The Ministry of Agriculture, Food and Rural Affairs announced on the 25th that it will officially implement the 'Strategic Crop Direct Payment System' this year. The system provides direct payments when strategic crops such as wheat, soybeans, and rice flour are grown on rice paddies. The goal is to reduce the area of rice cultivation in line with changes in dietary habits and increase the self-sufficiency rate of crops with high import dependence. A ministry official explained, "The Strategic Crop Direct Payment System also has the effect of increasing farmers' income by spreading the double cropping system of winter and summer crops."
The Ministry of Agriculture, Food and Rural Affairs has allocated a budget of 112.1 billion KRW to implement the Strategic Crop Direct Payment System this year. Specifically, 500,000 KRW per hectare is paid for cultivating food crops or forage crops in winter. In summer, 1 million KRW per hectare is supported for paddy soybeans, and 4.3 million KRW per hectare for rice flour and forage crops. An additional 1 million KRW per hectare is paid for double cropping specific crops in winter (wheat, forage crops) and summer (paddy soybeans, rice flour).
The application period for the strategic crop direct payment is from February 15 to March 31. Farmers and agricultural corporations wishing to receive the payment must register at the town, township, or neighborhood office where their farmland is located. After being registered as eligible recipients, they must undergo compliance inspections twice by the National Agricultural Products Quality Management Service in April-May and August-October. If they pass the inspections, they will receive the direct payment in December.
Jeon Han-young, Director of Food Policy at the Ministry of Agriculture, Food and Rural Affairs, said, "We expect the Strategic Crop Direct Payment System to turn the food self-sufficiency rate upward," adding, "If the cultivation of wheat, soybeans, and other crops increases on rice paddies, imported agricultural products with high import dependence will be replaced by domestic products, and farmers' income will rise, creating a win-win effect."
