This visit involved the central government's Director of Land Policy, officials from the Green City Division and Industrial Location Policy Division, who examined the location conditions and Green Belt (GB) status of the application sites. Hong Nam-pyo, Mayor of Changwon Special City, and Kim Young-sun, a member of the National Assembly, explained on-site the necessity of newly designating the national industrial complex and the needs and roles of each hub area for the new convergence-type future industrial complex (National Industrial Complex 2.0).
The city has already submitted a related proposal to the central government to be designated as a "new Changwon National Industrial Complex specialized in defense and nuclear industries."
To this end, Mayor Hong and Assemblyman Kim have directly promoted ▲presenting the logic for lifting the Green Belt in the Changwon area at a National Assembly-hosted forum to secure new Changwon National Industrial Complex sites ▲explaining the national industrial complex proposal and candidate sites to the Ministry of Land evaluation team ▲persuading members of the National Assembly standing committee ▲requesting meetings with the Minister of Land, Infrastructure and Transport. This visit can be seen as a response from the central government to these efforts.
Changwon is the largest domestic defense industry cluster and a core city for the nuclear industry. Recent export boons have given new hope to Changwon’s defense and nuclear companies. However, the current Changwon National Industrial Complex is saturated due to expansion limitations, and is facing difficulties such as a yearly decline in export volume, making the urgent need for new future core facility sites critical.
Mayor Hong said, “Changwon is a major pillar of South Korea’s manufacturing industry, and Changwon National Industrial Complex 2.0 will play a key role in achieving the government’s goals of becoming a manufacturing powerhouse and one of the top five export countries.” He added, “We hope you recognize the necessity of Changwon National Industrial Complex 2.0 to prepare for the rapidly changing global market and for the future development of regional cities.”
Assemblyman Kim said, “Changwon is a core region for manufacturing in South Korea’s defense and nuclear industries, and the new national industrial complex will serve as the engine of South Korea’s exports in the era of the Fourth Industrial Revolution.”
He continued, “Since 51 members of the National Assembly have signed the petition for the designation of Changwon’s new National Industrial Complex 2.0 and share the same awareness, we ask the central government to actively review it.”
