Reconnaissance and Surveillance Assets Restricted in Forward Areas Likely to Be Reactivated
DMZ Frontline Guard Posts (GP) Also Reinforced
[Asia Economy Military Specialist Yang Nak-gyu] President Yoon Suk-yeol has ordered a "review of the suspension of the effectiveness of the September 19 military agreement," raising the possibility that previously restricted military activities may resume. Since the Moon Jae-in administration viewed the inter-Korean summit agreement as effectively nullified due to North Korea's provocations and mentioned the possibility of completely abolishing it, there is a high likelihood that the September 19 agreement will be terminated depending on the intensity of North Korea's additional provocations.
On the 5th, a government official said, "It is true that our military's reconnaissance capabilities were restricted due to the 'Military Agreement for the Implementation of the Panmunjom Declaration' being enforced," adding, "If the agreement is terminated, the reconnaissance and surveillance capabilities will be the first to be reinforced."
The September 19 military agreement established a no-fly zone within 10 to 40 km on both sides of the Demilitarized Zone (DMZ) and prohibited aerial reconnaissance activities. However, on the 26th of last month, North Korea infiltrated five small unmanned aerial vehicles south of the Military Demarcation Line (MDL). The military authorities judge that North Korea has completely violated this agreement.
At that time, our military also responded by sending manned and unmanned reconnaissance aircraft to the DMZ and areas north of the MDL to photograph key North Korean military facilities. Two corps-level unmanned reconnaissance drones, 'Songgolmae,' flew beyond the MDL to about 5 km north and returned, while manned reconnaissance aircraft 'Baekdu' and 'Geumgang' flew near the MDL, crossing the no-fly zone established by the September 19 military agreement.
If the September 19 military agreement is terminated, our military is expected to resume reconnaissance activities first. Before the agreement, reconnaissance aircraft such as the Saemae (RF-16) were used to capture images of North Korean military facilities. However, with the no-fly zone set at 40 km, reconnaissance became impossible. Although flying at higher altitudes was necessary for photography, the electro-optical (EO) and infrared (IR) equipment installed on the Saemae reconnaissance aircraft was obstructed by clouds, preventing effective imaging. Low-altitude unmanned drones like Songgolmae and Searcher, possessed by the Army, were also rendered useless as they could not fly at higher altitudes.
The frontline observation posts (GP) in the DMZ are also expected to be reinforced. North Korea refers to GPs as "mingyeong posts." The North Korean military has 159 mingyeong posts deployed at an average interval of 1.5 km. Among these, only one mingyeong post is unmanned. In contrast, the number of our military's GPs is less than half that of North Korea's mingyeong posts. Our military has 73 GPs, with 52 staffed by military personnel. The distance between GPs is also longer, at 4.4 km.
Mobile training exercises at the regimental level or higher using armored vehicles around the Military Demarcation Line (MDL) area will also normalize, and naval ship maneuvers and artillery firing exercises may be conducted in certain areas of the Northern Limit Line (NLL).

A military official said, "Whether the military agreement will be terminated depends on the intensity of North Korea's additional provocations," adding, "There is a high possibility that military restrictions will be restored to their original state."
