Gyeonggi-do Joins Hands with LH Gyeonggi Headquarters to Identify 'At-Risk Households'
[Asia Economy (Suwon) = Reporter Lee Young-gyu] Gyeonggi Province is joining hands with the Korea Land and Housing Corporation (LH) Gyeonggi Regional Headquarters to identify households in crisis within welfare blind spots.
On the 16th, Gyeonggi Province announced that it had signed a written business agreement with the LH Gyeonggi Regional Headquarters to conduct a welfare blind spot crisis household survey targeting LH rental housing residents.
According to the agreement, the LH Gyeonggi Regional Headquarters will investigate households that have long-term rent arrears of over one year among rental housing residents and deliver the results to Gyeonggi Province.
The province and local governments will use the survey results to guide welfare programs to the delinquent households and connect them with support services.
Earlier, as a new policy this year, the LH Gyeonggi Regional Headquarters conducted a telephone survey from August to September targeting 1,108 households with long-term arrears to determine whether they were crisis households. Additionally, for households unreachable by phone, on-site visits will be conducted by the end of the year.
Based on the LH Gyeonggi Regional Headquarters’ year-end survey results, the province and local governments plan to provide support such as living expenses, housing, and medical costs to crisis households eligible for existing welfare programs like Basic Livelihood Security, Near-Poverty Class, and Emergency Welfare. They will also link private sponsorship welfare services to help resolve crisis situations.
Besides this business agreement with the LH Gyeonggi Regional Headquarters, the province is promoting public-private cooperation to prevent recurrence of the "Suwon Three Mothers Incident" and to guarantee welfare rights for residents in crisis.
Currently, the province is collaborating on projects including: ▲Gyeonggi Pharmaceutical Association producing and distributing promotional stickers to pharmacies in the province ▲Real Estate Agents Association distributing promotional materials to licensed real estate agents ▲Small Business Federation promoting via website banners, flyers to members, and KakaoTalk messages ▲Gyeonggi Provincial Office of Education posting notices on its website and promoting via apps to parents ▲National Health Insurance Service including help request phrases in text messages sent for unpaid national pension and health insurance premiums ▲Christianity, Catholicism, and Buddhism posting notices and promotional materials on their websites and in publications.
Yoon Young-mi, Director of the Welfare Policy Division of Gyeonggi Province, said, "Although Gyeonggi Province has activated a system to discover and support welfare blind spots through cooperation with related organizations and groups, active discovery of residents in crisis requires neighbors’ interest and cooperation." She urged, "If you find neighbors in crisis, please contact the Gyeonggi Province Emergency Welfare Crisis Counseling Hotline (010-4419-7722), Gyeonggi Call Center (031-120), or your local eup/myeon/dong administrative welfare center."
