Seoul Institute Hosts Seminar on "Land Use Planning Act and Urban Planning Responding to Changing Conditions"

[Asia Economy Reporter Hwang Seoyul] The Seoul Institute will hold a forum to discuss institutional improvements related to the urban planning system.
The Seoul Institute will host a seminar titled "The National Land Planning Act and Seoul's Urban Planning in Response to Changing Conditions" at 3 p.m. on the 13th in the main conference room of the Seoul Institute. This seminar is the third of this year aimed at disseminating the Seoul Institute's research achievements and is planned to be held continuously five times until January next year.
The 3rd Seoul Institute Research Dissemination Seminar is organized to facilitate broad discussions among related organizations for institutional improvements concerning the "urban planning system," which was selected as this year's thematic topic. The seminar will proceed in the order of ▲Opening remarks by Yoo Kyungsang, Head of the Urban Infrastructure Planning Center at the Seoul Institute ▲Keynote presentation by Kim Donggeun, Research Fellow at the Korea Research Institute for Human Settlements ▲Keynote presentation by Maeng Dami, Research Fellow at the Seoul Institute ▲and a comprehensive discussion.
The first keynote speaker, Kim Donggeun, Research Fellow at the Korea Research Institute for Human Settlements, will summarize the achievements of the National Land Planning Act over the past 20 years and suggest directions for response according to policy changes under the theme "Achievements of the National Land Planning Act and Future Policy Trends." He will explain that recent urban policy discussions have moved away from the traditional zoning system toward new land use management systems and various urban planning deregulations. Against this background, Research Fellow Kim emphasizes that the National Land Planning Act should prioritize ▲strengthening the spatial planning function of the basic urban plan ▲operating region-customized zoning systems ▲and enhancing the linkage between zoning systems and urban planning.
The second keynote presentation will be given by Maeng Dami, Research Fellow at the Seoul Institute, under the theme "Improvement Measures for Seoul's Urban Planning System in Response to Changing Conditions." Research Fellow Maeng will diagnose the achievements and challenges of the city's three-tier urban planning system (basic urban plan - living zone plan - urban management plan) following the establishment of the "2040 Seoul Basic Urban Plan" and propose transitioning to a low-cost, high-efficiency, and collaborative urban planning system reflecting Seoul's characteristics.
Following this, the second part of the seminar will feature discussions among experts directly involved in the establishment and implementation of urban planning, including academia, researchers, private sector engineers, and relevant departments of the Seoul Metropolitan Government.

Park Hyungsu, President of the Seoul Institute, stated, "At a time when policy changes regarding land use are taking place, improving the urban planning system is necessary to enhance Seoul's competitiveness and the quality of life for its citizens."
