City Planning Information Site 'Seoul Dosigyehoek Portal' Revamped... Service Starts This Month
[Asia Economy Reporter Hwang Seoyul] As Seoul City revamps its urban planning information site, it is expected that residents' convenience will improve, with online access to redevelopment and reconstruction project documents and the ability to submit residents' opinions on urban management plans.
On the 23rd, the city announced that it will completely overhaul the 'Seoul Urban Planning Portal,' which allows users to check urban planning information across Seoul, enhancing user convenience, and will start the service this month. The main changes include ▲ online access to urban management plan documents and submission of residents' opinions ▲ improvement of the free notification service for urban management plan information in local neighborhoods ▲ integration of urban management plan information.
The 'Seoul Urban Planning Portal' is a site that provides urban planning information for the city, including its 25 autonomous districts. Users can check information on Seoul's basic urban plan, zoning districts, zones, areas, and other urban management plans, as well as rapid integrated planning (maintenance support plans). It also allows residents to submit opinions on urban management plan announcements and notifications.
With this revamp, urban management plan documents (maps, detailed descriptions) that previously required visiting Seoul City Hall or one of the 25 district offices can now be accessed online. The city has revised the system to require officials to mandatorily upload urban management plan documents online when issuing announcements and notifications.
Residents can now submit opinions on urban management plans both in person and online. Previously, if officials selected 'in-person' as the method for submitting residents' opinions at the initial planning stage, online submission was not possible. However, with the system update, the option to choose the submission method has been removed, and online submission of opinions is now mandatory.
Additionally, the notification service (via text message, KakaoTalk, email, etc.) that allows residents to easily check urban planning information has been improved. Anyone can select their area of interest and apply after identity verification through the 'Seoul Urban Planning Portal' or the 'Residents' Opinion Listening (Notification Service)' menu to receive related information weekly for free.
Furthermore, the announcement and notification information on urban management plans, which had been dispersed or duplicated across the Seoul City and 25 district websites and the Seoul Urban Planning Portal, has been unified into the 'Seoul Urban Planning Portal' to enhance accessibility.
Jo Namjun, Director of the Seoul City Urban Planning Bureau, said, "We will continue to improve user inconveniences and strengthen promotion to activate portal use and expand online citizen participation."

Meanwhile, prior to the launch of this service, the city completed the 'Seoul Urban Planning Portal' system overhaul from April to July this year and conducted a pilot operation (August to October) for inputting urban management plan information and training officials. Since the system update, users have steadily increased, surpassing 610,000 this year (as of the 15th), a 40% increase compared to the same period last year.
