According to the New York Times (NYT) and others on the 20th (local time), Andriy Kostin, Ukraine's Prosecutor General, announced these figures in a death toll report released the previous day. Kostin stated that the number of injured civilians reached 11,000 and estimated that the casualties would be much higher if the occupied southeastern Russian territories, where counting is difficult, were included.
On the 14th, the United Nations Office of the High Commissioner for Human Rights (OHCHR) also reported that 6,557 people, including 408 children, had died due to the war in Ukraine, and 10,074 people, including 750 children, had been injured.
Since the Russian invasion, the Ukrainian government has recorded a total of 45,000 cases of Russian war crimes. The Ukrainian government has notified 216 suspects of involvement in war crimes, among whom 17 are Russian prisoners of war. The Ukrainian government claims that Russian forces committed atrocities across multiple fronts, including northern Bucha, Kyiv, northeastern Izium, and southern Kherson.
Furthermore, war crime evidence is gradually emerging in the recently reclaimed occupied territories by Ukraine. According to the Washington Post (WP) on the 14th, residents of the Kherson region claimed that Russian troops committed abduction, torture, and sexual assault against civilians until their withdrawal.
On the 18th, Dmytro Rubinets, Ukraine’s Parliamentary Commissioner for Human Rights, announced via social media that a youth detention center was discovered in Kherson. He said, "There was a separate place for detaining youths," adding, "There were testimonies that some boys appeared to be around 14 years old." However, Russia denies the war crime allegations, claiming it did not target civilians.
