Preventing Personal Information Leakage in Mobile Phone Distribution Sites... Public-Private Council Launched
Participation of Telecom Companies, Distribution Associations, and Research Institutes
[Asia Economy Reporter Minyoung Cha] The Korea Communications Commission announced on the 8th that it will launch a public-private consultative body to establish a safety system to prevent data leakage during the distribution process of mobile phones.
The KCC formed the "Mobile Phone Data Leakage Prevention Voluntary Improvement Public-Private Consultative Body," consisting of 16 experts from related fields including mobile carriers, distribution associations, the Korea Consumer Agency, the used mobile phone industry, and research institutions, and held a kickoff meeting at the Press Center in Jung-gu on the same day.
Mobile phones are essential devices that handle and store sensitive important information such as financial and medical data, in addition to calls and messages. If personal information provided at subscription and data stored on the device are leaked, it can cause significant economic and psychological damage to users.
Although related industries such as mobile carriers have made self-regulatory efforts, including operating voluntary monitoring centers to prevent personal data leakage during the mobile phone distribution process, limitations have existed. Data leakage incidents have continued to occur at distribution sites through ID card copying, SIM card duplication, and information stored on mobile phones during mobile subscription or device change processes.
Recently, as the durability and performance of mobile phone devices have improved, demand for used devices has increased, especially among consumers seeking reasonable consumption. However, there have been concerns that the related market has not been activated due to fears of data leakage.
The consultative body analyzed data leakage cases that could occur at distribution sites, related systems, and overseas cases, and discussed improvement measures. Additionally, they discussed ways to establish a management system that allows devices discarded at home to be safely disposed of and recycled at distribution sites.

Kim Jae-cheol, Director of the User Policy Bureau at the KCC, said, "Considering the characteristics of the domestic mobile communication distribution structure where mobile phone purchases, disposal, service subscriptions, and cancellations occur simultaneously at carriers and distribution stores, efforts to prevent data leakage at distribution sites are important," and added, "We hope the public-private consultative body will serve as a focal point to establish a system that can prevent data leakage."
