Gyeongnam Province Launches Crackdown on Illegal Subcontracting at Construction Sites

On the 31st, Gyeongnam Province announced that it has launched an online portal to strengthen subcontracting management and eradicate illegal activities at construction sites commissioned by the province.
Until now, reports of illegal activities at construction sites commissioned by the province were handled through mail and the National Petition System, but to make reporting easier, a reporting portal has been established on the provincial government’s website.
Illegal subcontracting and poor-quality construction at construction sites are difficult to detect unless one is involved in the construction project. Considering the reluctance to report due to concerns about identity exposure, the province plans to promote anonymous online reporting.
All violations of relevant laws, including illegal subcontracting, unfair subcontracting contracts, and poor-quality construction occurring at construction sites commissioned by the province, can be reported to the Construction Illegal Activity Reporting Center.
Among these, reports of poor-quality construction may receive rewards of up to 10 million KRW depending on the severity of the issue.
The reporting center can be accessed by navigating to the electronic civil petition board on the Gyeongsangnam-do website and selecting the Construction Illegal Activity Reporting Center from the general reporting centers.
Along with operating the reporting center, the province plans to conduct appropriateness reviews at the initial stage of subcontracting contracts to prevent illegal and unfair subcontracting in advance.
During construction, the province will also conduct biannual inspections of subcontracting practices to continuously manage whether subcontracting contracts are being lawfully executed.
Park Hyunsuk, Director of the Construction Support Division, said, “Illegal subcontracting leading to poor-quality construction and safety accidents is a chronic problem that continuously occurs at construction sites. We will thoroughly supervise and manage to prevent such incidents at sites managed by our province and take strong action against contractors who violate the law.”
