Near Dunchon Elementary School in Gangdong-gu, Seoul, around 10 a.m. on the 17th. The Dunchon Jugong site, which had been silent for six months, was lively with the re-commencement ceremony. The large banners stating ‘Exercising Lien Rights’ that had been hanging all over the building were nowhere to be seen. About 300 people attended the event, including Lee Soohee, Mayor of Gangdong-gu, Park Suhwan, the union chairman, and officials from the union, construction business group, and Gangdong-gu office.
In his commemorative speech, Chairman Park asked the construction team, “Please expedite the construction as much as possible, considering the position of the union members and general buyers who are waiting for the completion of Dunchon Jugong Apartments,” and added, “We ask you to make Olympic Park Foreon (Dunchon Jugong Reconstruction) the best apartment.” Applause broke out in various parts of the audience.

View original imageWith the news of construction resuming after half a year, union members said their worries had eased. Union member Mr. Lee (56) said, “I am very happy to see the re-commencement ceremony,” and added, “I think the concerns of the union members who have worked hard together for six months have been greatly resolved today.” Ms. Shin Borim (62) also said, “I feel good,” and added, “There are still secondary challenges such as extended construction periods and rising sale prices, but I hope we cooperate and proceed well.”
Although construction has resumed, some union members expressed concerns as the additional burden per member is expected to reach up to 180 million KRW due to increased construction costs. The contract amount increased from the original 3.2 trillion KRW to 4.34 trillion KRW due to the extended construction period caused by the suspension. The final construction cost, including loss costs, will be confirmed after verification by the Korea Real Estate Board. Mr. Lee Kanghyo (77) said, “It is unfortunate that construction was halted causing ordinary citizens to suffer large financial losses due to additional contributions,” and added, “I hope the general sale price can compensate for this.”
The Dunchon Jugong reconstruction project site resumed construction at 10 a.m. on the 17th after 168 days. The banner stating "Under lien enforcement," which had been hanging for six months, was also removed from the site building.

The union expects the amount to be less than the initially anticipated burden. Chairman Park said, “The union members’ contributions have not been finalized yet, but since they will be decided between the sale price and construction costs, it will be less than what the media is reporting.” He added, “We want to get as much as possible from the general sale, but since there is significant public interest from general buyers waiting, it is difficult to speak specifically.”
According to the union, they plan to submit the general sale price review to the Gangdong-gu office within this week and aim to finalize it by early next month at the earliest. After that, a management disposition general meeting will be held in December, and general sales are expected to take place as early as the end of the same month or by January next year at the latest.

Concerns from union members about the commercial space issue were also raised, but the union stated that disputes related to commercial spaces are no longer related to the construction. Park Wancheol, head of the Normalization Committee, emphasized, “Conflicts related to commercial spaces have been restored to their original state through the agenda of this temporary general meeting,” and added, “The former PM company and the integrated commercial space committee may file lawsuits based on their interests, but this will have no relation to general sales or construction.”
