National Secretary 'Guppi' Surpasses 15 Million Subscribers
More than 1 in 4 Citizens Use It... Establishing Administrative Secretary Service in Everyday Life
[Asia Economy Reporter Lim Cheol-young] The Ministry of the Interior and Safety announced on the 17th that the number of subscribers to the national secretary ‘Guppi’ has surpassed 15 million, establishing itself as an administrative secretary service used by more than one in four citizens.
The national secretary service began on March 29 last year and provides 27 types of essential daily life information such as health checkup dates, driver’s license renewal periods, and traffic fines. It is a representative government administrative service that also offers useful notifications like vaccine appointment reservations and home treatment during the COVID-19 situation.
In particular, the national secretary enhances user convenience by delivering these government notifications through eight popular private mobile apps frequently used by citizens, including the Naver app, KakaoTalk, Toss, and financial apps. Over the past 17 months, it has provided more than 500 million notifications to the public.
Additionally, the national secretary offers a 24/7 chatbot service to answer inquiries about government services or civil complaint information. Currently, it collaborates with 17 administrative and public institutions to provide 23 types of consultation services, including electronic customs clearance, government subsidies, forest recreation reservations, and patents. In the second half of last year, the chatbot consultations helped reduce the workload of government call centers during the distribution of the national mutual aid fund.
Going forward, the national secretary plans to expand a wider range of notification and announcement services that citizens need, such as local tax alerts, Government24 (Subsidy24) notifications, and national pension guidance. It will also enhance service completeness by enabling immediate administrative service consultations and applications after receiving national secretary notifications.

The Ministry of the Interior and Safety will hold an online event celebrating the milestone of 15 million national secretary subscribers to express gratitude for the high interest and support from the public. Minister Lee Sang-min stated, “The national secretary is a representative example of the digital platform government jointly operated by the private sector and government,” adding, “We will continue to develop the national secretary so that citizens can use government services more conveniently.”
