Mandatory HACCP Application for Livestock Products Approaching... Facility and Equipment Renovation Companies May Receive Exemptions
Administrative sanctions including up to 1-month business suspension for violations
[Asia Economy Reporter Byeon Seon-jin] The Ministry of Food and Drug Safety announced on the 12th that meat processing businesses and meat packaging processing businesses, which are required to obtain mandatory certification for the Hazard Analysis and Critical Control Points (HACCP), must apply for HACCP certification by the end of November and December, respectively.
Businesses subject to mandatory HACCP application must obtain certification within the mandatory period. If products are produced without certification, administrative sanctions will be imposed for non-compliance with HACCP standards. The penalties are a 7-day suspension for the first violation, 15 days for the second, and 1 month for the third. However, businesses currently undergoing facility and equipment renovations for HACCP application may receive a deferral of the mandatory application for up to one year.
Businesses seeking to defer mandatory application must apply through the Korea Food Safety Management Certification Institute before the application deadline. After document review and conditional approval procedures, the mandatory application period can be extended.
Since 2018, the Ministry of Food and Drug Safety has gradually expanded mandatory HACCP application starting with meat processing businesses with annual sales of 2 billion KRW or more to strengthen the safety management of meat products. Businesses with annual sales of 100 million KRW or more (based on 2016) must obtain mandatory certification by November 30 of this year.

For meat packaging processing businesses, mandatory HACCP application has been enforced since the end of June last year to prevent food poisoning caused by ground packaged meat. Meat packaging processing businesses with annual sales of 2 billion KRW or more (based on 2020) must obtain HACCP certification by December 31 of this year.
