Gwangyang City Council, Councilor-Initiated Ordinance Passed in Plenary Session
Legislative Proposals Submitted by Assembly Members Baek Seong-ho, Song Jae-cheon, Jo Hyun-ok, Ahn Young-heon, Jeong Hoe-gi, and Shin Yong-sik
[Asia Economy Honam Reporting Headquarters, Reporter Heo Seon-sik] The Gwangyang City Council in Jeollanam-do announced that it approved nine ordinances proposed by council members at the 2nd plenary session of the 312th regular meeting held on the 28th.
Reviewing the ordinances proposed by council members Baek Seong-ho, Song Jae-cheon, Jo Hyun-ok, An Young-heon, Jeong Hoe-gi, and Shin Yong-sik:
▲ Council member Baek Seong-ho established the "Gwangyang City Industrial Accident Prevention and Labor Safety and Health Support Ordinance" to set necessary matters for industrial accident prevention activities and to promote the safety and health of workers and others providing labor, in accordance with the revision of the "Industrial Safety and Health Act" which requires the establishment of measures to prevent industrial accidents.
▲ Council member Song Jae-cheon proposed the "Gwangyang City Ordinance on the Protection and Support of Civil Petition Handling Public Officials," which stipulates key provisions such as protective measures and safety facilities to prevent and support the physical and mental harm of public officials caused by verbal abuse and assault by petitioners, ensuring they can work in a safe environment. To prepare for various accidents and damages during civil petition work, the ordinance also includes necessary provisions for insurance and mutual aid enrollment for public officials handling civil petitions by revising the "Gwangyang City Ordinance on Insurance and Mutual Aid Enrollment for Public Officials in Charge of Seal and Resident Registration Affairs."
▲ Council member Jo Hyun-ok amended the "Gwangyang City Ordinance on Donor Courtesy" in accordance with applicable regulations to honor donors who unconditionally donate land and other assets under the "Act on the Management of Public Property and Goods." She also revised the "Gwangyang City Ordinance on Medical Fees and Charges at Public Health Centers" to reduce the co-payment for medical expenses for residents aged 65 or older registered in Gwangyang when using public health centers and other facilities.
▲ Council member An Young-heon's "Gwangyang City Ordinance on the Promotion of Esports" includes necessary provisions to support the promotion of esports (electronic sports) to establish a foundation for esports culture and industry, strengthen competitiveness, expand citizens' leisure opportunities, and revitalize the local economy.
▲ Council member Jeong Hoe-gi enacted the "Gwangyang City Ordinance on the Establishment and Operation of Urban Historical and Cultural Resources and Archives" to systematically investigate, collect, and build urban historical and cultural resources and materials, utilizing them as cultural assets for the future to improve the cultural and economic lives of Gwangyang citizens.
▲ Council member Shin Yong-sik established the "Gwangyang City Ordinance on the Promotion of Living Culture" to encourage citizens' everyday and voluntary cultural activities, contribute to improving quality of life, and provide grounds for projects and support necessary for the promotion of local living culture. He also expanded the scope of appointed members of the Gwangyang City Cultural City Promotion Committee to include "persons related to living culture organizations or clubs or living culture facilities" by revising the "Gwangyang City Ordinance on the Formation and Support of Cultural Cities."
