On the same day, during the National Assembly's economic sector questioning session, in response to a question from Bae Jun-young, a member of the People Power Party, who said, "There are too many personnel who are 'blocking' or 'holding out.' Isn't the role of institution heads who can implement the president's pledges very important in an economic crisis?" Han said, "I have heard that in many previous governments, the reason for appointing heads of public institutions was because they well understood the government's philosophy."
When Bae asked, "If the 'blocking' and 'holding out' continue, the institution is likely to become a dormant organization. Isn't there a need to amend the Act on the Management of Public Institutions?" Prime Minister Han replied, "I understand that the 'Amendment to the Act on the Management of Public Institutions,' which aligns the terms of the president and the heads of public institutions, has been proposed separately by both the ruling and opposition parties. I hope the National Assembly will come up with a reasonable solution."

Regarding the criticism that "28 institution heads were appointed this year before the regime change," Han said, "Although they were appointed according to legal procedures, I think it is necessary to judge whether it is common sense to appoint them when the government's term is about to end."
