[Asia Economy Reporter Jo In-kyung] Jo Gyu-hong (55, photo), the current First Vice Minister of Health and Welfare, has been nominated as the Minister of Health and Welfare, a position that had been vacant for over 100 days. This comes 105 days after the former Minister Kwon Deok-cheol stepped down on May 25, and 65 days after the second candidate, former nominee Kim Seung-hee, was withdrawn on July 4.
Although various figures, including healthcare professionals and politicians, had been considered as candidates for the Minister of Health and Welfare, the unprecedented situation of two consecutive candidates being withdrawn led to a more thorough vetting process than ever before. Jo will continue his role as Vice Minister while simultaneously preparing for the parliamentary confirmation hearing, starting his first day at 10 a.m. on the 8th at the candidate office of the National Pension Service located in Chungjeong-ro, Seodaemun-gu, Seoul.
The Presidential Office Deems Him the 'Right Person for Pension and Health Insurance Reform'
Jo graduated from Seoul National University with a degree in Economics, earned a master's degree in Public Administration from Seoul National University, and obtained both a master's and doctorate in Economics from the University of Colorado, USA. He entered public service by passing the 32nd Administrative Examination. Starting in 1995 at the Budget Office of the Ministry of Finance and Economy, he served in various roles including Director of Legal Analysis at the Policy Promotion Management Office of the Ministry of Planning and Budget, Director of Budget System at the Budget Office of the Ministry of Economy and Finance, and Director of Budget General Affairs. In 2014, he served as Economic Budget Review Officer and Fiscal Management Officer (Vice Minister level).
In 2006, he oversaw the formulation of 'Vision 2030,' Korea's first long-term national vision focusing on expanding fiscal investment in welfare. During President Lee Myung-bak’s administration from 2010 to 2011, he worked as an administrative officer and senior administrative officer at the Presidential Planning and Management Office, and in 2013, he served as a senior administrative officer at the Presidential Planning Secretariat.
From October 2018 to October last year, he served as a director at the European Bank for Reconstruction and Development (EBRD). Afterwards, he contributed to economic policy development as the Chair of the Budget Coordination Subcommittee of the People Power Party’s Central Election Countermeasures Committee and as an expert member of the Economic Division 1 of the Presidential Transition Committee. In May, with the inauguration of the Yoon Seok-youl administration, he was appointed as the First Vice Minister of Health and Welfare, overseeing welfare and population policies and acting as the minister in charge during the vacancy. Now, after about four months, he has been nominated as the minister candidate.
The Presidential Office emphasized that Jo "led the formulation of 'Vision 2030,' Korea’s first long-term national vision focusing on expanding fiscal investment in welfare in 2006," and described him as "the right person to lead key national tasks such as establishing a sustainable social security system through cooperative pension reform, improving fiscal expenditure efficiency in social welfare and healthcare, reforming the health insurance system, and strengthening essential and public healthcare."
Challenges Including COVID-19 Response and Addressing Welfare Blind Spots
Although officials from the Ministry of Economy and Finance have been appointed as Vice Ministers of Health and Welfare several times, it is rare for them to become ministers. Former Minister Lim Chae-min, who served as Minister of Health and Welfare from 2011 to 2013, was a former official of the Ministry of Economy and Finance. Former Minister Byun Jae-jin, who served as Minister of Health and Welfare from 2008 to 2009, also came from economic-related ministries such as the Ministry of Industry and Resources and the Ministry of Knowledge Economy. Byun is the only case of a Vice Minister directly becoming Minister after serving as Vice Minister for 15 months from February 2006.
Within the Ministry of Health and Welfare, there is a consensus that Jo, having quickly familiarized himself with welfare-related work during his four months as Vice Minister, will be able to perform the ministerial duties without difficulty.
In July, Jo chaired the first Central Living Security Committee under the new government and raised the 2023 median income by 5.47% compared to this year. Recently, he formed a task force to improve welfare blind spots following incidents such as the 'Suwon Three Mothers Case' and the 'Youth from Orphanage Case,' which involved deaths due to financial hardship. It is reported that during a meeting with President Yoon on the 19th of last month for a presidential briefing, he received positive feedback, being told he was "doing well."
If Jo passes the confirmation hearing and is appointed minister, discussions on reforms of the National Pension and Health Insurance finances are expected to accelerate. Jo himself expressed upon nomination, "I will build a dense and robust welfare safety net for vulnerable groups and work hard on COVID-19 response. I will also thoroughly prepare for reforms of the National Pension system to prepare for the future."
However, there are some concerns about how he will approach resolving welfare blind spots as a budget expert, and whether he can play a sufficient role in responding to COVID-19, which, although recently declining, could see a new resurgence.

In response, Jo promised, "I will expand essential medical services that are necessary but insufficiently supplied, support medically vulnerable areas, and work hard on COVID-19 response to protect the lives and health of the people. Based on the knowledge and experience accumulated while performing duties at the Ministry of Health and Welfare, I will always listen carefully to the voices of the National Assembly, related experts, and the field, and actively communicate while reviewing and preparing policies."
