View original image[Asia Economy Reporter Hyunju Lee] The People Power Party has officially begun amending the party constitution to launch a new Emergency Response Committee.
On the morning of the 2nd, the Standing National Committee of the People Power Party held its 6th meeting at the National Assembly Members' Office Building and passed a constitutional amendment specifying the "emergency situation" requirement for transitioning to the Emergency Response Committee.
The amendment clarifies the party's emergency situation condition for launching the Emergency Response Committee in Article 96, Paragraph 1 of the existing party constitution as "the resignation of at least 4 out of 5 elected Supreme Council members." This is a more precise revision of the previous wording, which stated "when an emergency situation such as the vacancy of the party leader or loss of function of the Supreme Council occurs."
Since the court ruled that "emergency situations must be interpreted strictly" and accepted former leader Lee Jun-seok's injunction request to suspend the transition to the Emergency Response Committee, the party intends to correct the flaws pointed out by the court through the constitutional amendment and proceed with the new Emergency Response Committee.
The amendment also clearly states that the authority and command of the party leader and Supreme Council members are lost upon the completion of the Emergency Response Committee formation. It newly establishes provisions that in the event of vacancy or accident of the Emergency Response Committee chairperson, the duties and authority will be successively assumed by the floor leader and the most senior member, and that among the 15 Emergency Response Committee members, the floor leader and the chairperson of the Policy Committee will be ex officio members.
The constitutional amendment was passed unanimously with 32 members present voting in favor. Out of a total of 55 members, 36 attended, with 4 leaving midway.
Floor spokesperson Park Hyung-su explained at a briefing that "the vice-chair of the National Committee asked again, 'If anyone opposes the unanimous approval by applause, please speak up,' but no one did," adding, "The constitutional amendment was passed unanimously."

At the Standing National Committee meeting that day, the convening of the National Committee on the 5th was also approved. Once the constitutional amendment is finally approved at the National Committee, the prerequisite for launching the "new Emergency Response Committee" will be fulfilled.
