[Asia Economy Reporter Yoo Byung-don] It has been confirmed that Choi Mo (42), a Chinese man accused of assaulting elderly passersby while under the influence of drugs, resulting in one death, exhibited violent behavior even while in detention.
According to the Seoul Southern District Court on the 3rd, Choi, who is charged with robbery-murder, assault, and violation of the Narcotics Control Act (psychotropic substances), is currently incarcerated at the Seoul Southern Detention Center. According to Asia Economy's comprehensive coverage, during Choi's detention period, two notices of 'Pretrial Detainee Disciplinary Violations' were submitted to the court on July 1 and August 22.
According to the current regulations on detainee discipline and punishment, inmates of prisons, juvenile prisons, detention centers, their branches, and protective facilities must respect the safety and internal order of the facility and adhere to established rules. Violations may result in disciplinary actions such as confinement for 20 days to 2 months or warnings.
Choi is reported to have violated Article 3, Paragraph 6 by causing disturbances such as shouting and kicking the door of the shared cell within the detention center. In such cases, if the violation causes injury to others or significant property damage, the maximum punishment is confinement for up to 2 months. However, it has not been confirmed whether Choi actually received confinement as a disciplinary measure.

Meanwhile, Choi is accused of brutally assaulting and killing a 60-year-old male victim, Mr. A, whom he did not know, in front of a park in Guro-gu, Seoul, on May 11. At the time, Choi was under the influence of methamphetamine and assaulted Mr. A’s face with his hands and feet, stealing 476,000 won in cash. It was investigated that Choi, fearing that Mr. A would report to the police, struck the victim’s face against a nearby roadside curb, causing his death. Subsequently, Choi also assaulted Mr. B, an 80-year-old scrap dealer passing by.
